HomeMy WebLinkAbout04/09/84 MINUTES OF HASTINGS PLANNING COMMISSION MONDAY, APRIL 9, 1984 The meeting was called to order by Vice Chairman Stevens at 7:30 P.M. Members Present: Commissioners Stevens, Reuter, Conzemius, Anderson, and Voelker. Members Absent: Commissioners Murphy, Swanson, Folch, and Simacek. Motion by Commissioner Reuter, seconded by Commissioner Anderson to approve the minutes of March 26, 1984. Ayes,5; Nayes, O. APPROVAL OF MINUTES Commissioner Folch arrived at 7:35 P.M. Mr. Loucks indicated that the applicant is going to purchase 18 feet from Lot 3 and add 9 feet each to Lots 1 and 2. Mr. Rogge, representing Norwest Bank, indicated that the request is based upon their desire to satisfy lot width and area requirements for duplex lots. NORWEST BANK - HASTINGS MINOR SUBDIVISION - 3 LOTS LOCATED AT 1008, 1012 AND lO16 RAMSEY STREET Motion by Commissioner Conzemius, seconded by Commiss- ioner Folch to recommend approval of the minor sub- division subject to the condition that certificates of survey be prepared for the three (3) parcels in question. It was further noted that the staff should review the certificates to insure conformance with the zoning and subdivision regulations. Ayes, 4; Nayes, Commissioners Reuter and Voelker. Mr. Loucks indicated that Frank Gerlock, from Rice Lake, Wisconsin, has been offered the City Planning Director position, and it is anticipated that he will begin work on April 23, 1984. FRANK GERLOCK - NEW PLANNING DIRECTOR Motion by Commissioner Conzemius, seconded by Commissioner Anderson to set a public hearing for April 23, 1984 at 7:30 P.M. Ayes, 6; Nayes O. CORNERSTONE BIBLE CHURCH SET REZONING HEARING (I-1 to R-3) FOR PROP- ERTY LOCATED IN THE 800 BLOCK OF EAST 10TH STREET Commissioner Simacek arrived at 7:55 P.M. James O~Connor made a presentation at which time he indicated that it was their desire to upgrade their property and place garages and landscaping in the area to be vacated. He further discussed travel patterns in the area, and the advantages of buffering their apartment complex from existing single family residents. Mr. Loucks noted that the staff is studying the request, and that the Engineering Department will put traffic counters in the neighborhood to determine present traffic patterns and volumes. Motion by Commissioner Reuter, seconded by Commissioner Conzemius to set a hearing for April 23, 1984 at 7:30 P.M. Ayes, 7; Nayes O. Glen Erickson, representing the church, indicated that they are intending to remodel 6,400 square feet of the existing church, add on a 10,000 square foot addition, and provide additional parking facilities. He further indicated that their expansion plans include utilizing the alley in Block 65. Mr. Loucks noted that the staff is reviewing their request, and will beable to provide further inform- ation at the meeting on April 23, 1984. Motion by Commissioner Anderson, seconded by Commiss- ioner Reuter to set a hearing for April 23, 1984 at 7:30 P.M. Ayes, 7; Nayes, O. Motion by Commissioner Anderson, seconded by Comm- issioner Conzemius to set a lot width and area variance for April 23, 1984 at 7:30 P.M. Ayes, 7; Nayes O. Mr. Loucks noted that the newly adopted duplex regu- lations should be reviewed because of the difference in standards between new construction and conversions. A primary administrative problem with ordinance is that under existing provisions, a developer could construct a new single family home, and then convert it to a duplex, and thus circumvent the intent of the ordinance. Following a brief discussion, it was agreed that Planning Commissioners will study the matter and review at their meeting of April 23, 1984. Motion by Commissioner Conzemius, seconded by Commissioner Simacek to adjourn at 9:05 P.M. Ayes, 7; Nayes O.
