HASTINGS PLANNING COMMISSION
MONDAY, MAY 14, 1984
The meeting was called to order by Chairman Murphy
at 7:32 P.M.
Members Present: Commissioners Swanson, Stevens, Folch,
Conzemius, Voelker and Murphy.
Members Absent: Commissioners Reuter, Simacek and Anderson.
Motion by Commissioner Stevens, seconded by Commis-
sioner Folch to approve the Minutes of April 23, 1984.
Voice vote carried unanimously.
Chairman Murphy read a letter from "Profile Extrusions
Company" which stated that it had been inadvertently left
off the notification list and that since the Company Presi-
dent, Mr. Franz Altpeter, is unable to attend tonights
meeting, he is asking that the Commission continue the
hearing until the next Planning Commission Meeting.
Mr. Gerlock noted that it is not a legal requirement
that a written notice be given to adjacent property owners,
but in the interest of better serving the public it is his
recommendation to the Planning Commission to continue hearing
at the next Planning Commission Meeting.
Motion by Commissioner Folch, seconded by Commissioner
Stevens to continue the hearing at the next scheduled
Planning Commission Meeting. Ayes, 6; Nayes, 0.
Mr. Gerlock reviewed the Minor Subdivision and ex-
plained that the chance will; 1) Not create any additional
lots, 2) Give owner legal access to property and 3) In-
crease size of parcel to 3.98 acres which is closer to re-
quired 5 acre minimum in an agriculture zone.
Question arose as how the original parcel of 1.2
acres was permitted in agriculture zone. The parcel was
deeded prior to City's Zoning Ordi'nance.
Motion by Commissioner Swanson, seconded by Commis-
sioner Conzemius to recommend approval of Minor Subdivision.
Ayes, 6; Nayes, 0.

Mr. Gerlock explained that the City Council had re-
ceived a letter from "Haven Homes Health Center" inquiring
on the possible availability of City owned property to
the West of the Prairie Street entrance to the Maurice
Zweber Addition. The letter also asked the City on the
possible extension of Prairie Street to give "Haven Homes"
two accesses and better fire protection.
Reverend Lester Fair addressed the Planning Commis-
sion showing a sketch of the existing plot plan and ex-
plained "Haven Homes" request. Chairman Murphy appointed
Commissioners Stevens, Folch and Conzemius as a sub-committee
to study the proposal and revise the request to a firmer plan.
Mr. Gordon Daggett addressed the Planning Commission on
the "Haven Homes" request and wanted to know what is the
character of the area? Residential was the Commission's re-
sponse. Mr. Daggett also noted that "Haven Homes" request may
generate additional traffic flow. Mr. Daggett also asked
who would pay for costs of the street extension? Reverend
Fair stated "Haven Homes" would pay for costs if City did not.
Commissioner Stevens asked if the City Planner has a
copy of the Flow Chart and Staff Review Process developed by
Mr. Tom Loucks. Commissioner Stevens noted that he liked
the process of full staff review prior to the Planning
Commission Meeting.
Motion by Commissioner Stevens, seconded by Commis-
sioner Swanson to change the next scheduled Planning Commis-
sion Meeting from May 28th to Tuesday, May 29, 1984 at 7:30
P.M. Ayes, 5; Abstain, 1.
Motion by Commissioner Swanson, seconded by Commis-
sioner Conzemlus to adjourn. Ayes, 6; Nayes, 0. Meeting
adjourned at 8:26 P.M.
