The mmeting was called to order by Chairman Murphy at 7:34 p,m.
Mmmbers Present: Conmissioners Swanson, Stevens, Reuter, Folch,
Anderson, Voelker and Murphy,
Mmmbers Absent: Conrmissioners Simacek and Conzemius,
Motion by C~nzissioner Reuter, seconded by Conmis-
sioner Stevens to approve the Minutes of the June 11, 1984
Meeting. Voice vote carried unanimously.
Chairman Murphy turned the meeting over to Conmis-
sioner Stevens of the SubcoLm~lttee reviewing the City
Code dealing with public land dedications. Conmissioner
Stevens reviewed the information supplied by the City
Planner. Conmissioner Stevens noted that the cor~mittee
reviewing the public land dedicatiop~ felt the "Cash in
Lieu of Land" was of a too low payback, Motion by
Commissioner Stevens, seconded by Conmissioner Swanson
to recoL~nd to the City Council to amend the appropriate
sections of Chapter 11 concerning public land dedications
to change the alternative of cash oayments to be based
upon the fair market value of the gross area developed less
the cost of improva~ents. This figure to be agreed to
by the City Council and the developer. If the figure
cannot be agreed upon there would be two options:
1) Current appraisal of property; or 2) Flat fee of
$275.00 per single family unit and $75.00 per bedroom
on all others. Ayes, 4; Nayes, 2~ Abstain, !.
It was further noted that an informational item
be sent to the City Council informing them that the
Planning Con~ission desires that the monies collected
from "Cash in Lieu of Imnd" payments be dedicated to
areas that would best serve the development, Also, that
the ~{RC be notified of the Planning Comnission's recommenda-
tions and that the NRRC work out a formula to disperse
monies to the area developed.
Mr. Gerlock reviewed the site plans and Staffs re-
cum~ndations for an auto dealership at Hwy 316 and
Spiral Boulevard. The proposal basically met all zoning
requirements.
MDtion by Cu~issioner Stevens, seconded by C0~nis-
sioner Reuter to approve on the conditions that the far
west driveway of Spiral Boulevard be limited to exit only
and marked accordingly, and further that the exit be per-
mitted only if it meets State approval. Purther conditions
as stated by June 22, 1984 Staff Report including the moving

of the present fire hydrant to a location sited by the
Fire Inspector. Ayes, 7; Nayes, 0.
Chairman Murphy appointed a Subc~mittee of Conmis-
sioners Stevens, Voekler and Swanson to study zoning
the recently annexed property. C~L~issioner Voelker
will serve as Chairman. The coranittee will also contact
the prospective developer and see how he forsees the
area beiog developed.
Mr. Gerlock reviewed the ~nor Subdivision request
of Mark Reddeman. The addition of property will not
create any additional lots and meets all ordinance re-
quirements.
Motion by Commissioner Swanson, seconded by Courmis-
sioner Stevens to reccnmend approval of ~iinor Subdivision
request. Ayes, 7; Nayes, 0.
The Subc~.~ttee studying the possible vacation of
the remainder of Block 65 reported to the Plazming Conmis-
sion. The Fire Inspector had reported tbmt the total
vacation of the alley would eliminate a key access. The
con~ittee also reported that adjacent property owners
did not want the alley vacated.
Motion by Connissioner Swanson, seconded by Conmis-
sioner Reuter to recomrmnd to the City Council to leave
the alley as it is presently. A~ves, 7; Nayes, 0.
}~k. C~rlock reviewed the proposed sixteen plex
located on Village Trail. The proposal basically met all
zoning requirements.

Anderson to approve proposed site plan with the conditions
to be met as outlined by Staff Report dated June 22, 1984.
Ayes, 7; Nayes, 0.
Motion by Co~m~issioner Stevens, seconded by Conmis-
sioner Anderson to congratulate the committee responsible
for the fine report and a job well done on the Lake Isabelle
report.
Mr. Gerlock brought it to the Planning Comuission's
attention of a request for Rip-Rap on Franklin Street. The
property is City property so the applicant should be the
City. ~e Planning Co~mission will revi~ the site and
make a recoranendation.
