HomeMy WebLinkAbout07/09/84 Minutes of Hastings Planning Commission Monday, July 9, 1984 The meeting was called to order by Chairman Murphy at 7:34 p.m. Members Present: Commissioners Swanson, Stevens, Reuter, Conzemius, Anderson, Voetker and Murphy. Members Absent: Commissioners Folch and Simacek. Motion by Cormnissioner Reuter, seconded by Commis- sioner Anderson to approve the Minutes of the June 25, 1984 meeting. Voice vote carried unanimously. Chairman Murphy turned the meeting over to Commis- sioner Voelker of the Subcommittee reviewing the ques- tion of zoning the recently annexed property owned by Hastings Construction Company. Commissioner Voelker noted several items the Subcommittee would like clarified before making a re- commendation. Primarily, an amendment to the Compre- hensive Plan to give direction to the newly annexed territory. Don Gustafson= owner of the annexed territory, addressed the Planning Commission. Mr. Gustafson presented pictures of sixteen (16) plex units he hopes to develop on the north part of the property. Mr. Gustafson initially feels multiple family structures, with possibly some mixed single family structures is the way he sees the area to be developed. Motion by Commissioner Anderson, seconded by Commissioner Voelker to set a Public Hearing for the rezoning of the recently annexed territory. Ayes, 7; Nayes, 0. Chairman Murphy appointed a Subcommittee of Commissioners Swanson, Conzemius and himself to study and make recommendations amending the Comprehensive Plan for the present and proposed annexed territory. Chairman Murphy also asked the developer if he would submit a preliminary plan of development. Mr. Gerlock reviewed the situation the City has on North Franklin Street (not developed). The pro- blem primarily is that the drainage ditch accumulates debris, etc. in times of high water and river bank erosion. Joan Warner, Chairman of N.R.R.C., felt there was not enough of a problem in this area to warrant APPROVAL OF MINUTES ZONING ANNEXED PROPERTY RIP-RAP APPLICATION July 9, 1984 Page 2 Rip-Rap or other means of control. Councilman Dutch Plan addressed the Planning Commission and said that she felt all banks should be protected from erosion, but that Rip-Rap would not keep out debris. Motion by Commissioner Anderson, seconded by Commissioner Conzemius to have the City Engineer to prepare a plan showing what has to be done to accomplish task and cost estimates for project. Also, have City Engineer present said plan at next regularly scheduled Planning Commission meet- ing. Included in the motion is to also apply to D.E.Q. for state approval of project. Ayes, 6; Abstain, Commission Reuter. Motion by Commissioner Reuter, seconded by Commissioner Conzemius to adjourn. Ayes, 7; Nayes, 0. Meeting adjourned at 8:57 p.m. ADJOURNMENT
