Hastings Planning Co~mission
Monday, July 23, 1984
The meeting was called to order by Chairman Murphy at 7:30 p.m.
Members Present: Cc~missioners Stevens, Reuter, Simacek, Conzentius,
Voekler and Murphy.
Members Absent: Cca~missioners Swanson, Folch, and Anderson.
Motion by Conraissioner Stevens, seconded by Cc~mtis-
sioner Reuter to approve the Minutes of the July 9, 1984
meeting. Voice vote carried unamiously.
Chairman Murphy stated concerns the Subcc~n~ittee re-
viewing the needed Comprehensive Plan amendments had.
Chairman Murphy noted that under the order annexation
agree~nent a three-member board made up of one member
frc~ the City of Hastings, one frc~ the Town of Marshan
and one frc~ Dakota County would be responsible for
planning. Motion by Cc~missioner Murphy, seconded by
Ccamissioner Voelker to reccgmend to the City Council to
appoint their representative for this board and to notify
the respective municipalities to appoint their repre-
sentatives. It was further recc~m~nded to expedite the
appropriate planning process to facilitate impending
development. Ayes, 6; Nayes, 0.
Allen Larson, City Engineer, presented his re-
cc~mendations concerning the "non-developed" portion of
Franklin Street. His recc~ndation was for Rip-Rap
covering the front scope and fill with a drainage swale
constructed. Motion by Cc~missioner Simacek, seconded
by Cu~,~ssioner Conzemius to r~nd to the City
Council to place Rip-Rap and fill with a drainage cul-
vert placed if the work can he done at minimal costs
(including culvert) and appropriate D.E.Q. permits are
obtained. Ayes, 6; Nayes, 0.
Mr. Gerlock reviewed the Home Occupation Permit
of Cheryl L. Sanders located at 509 West 6th Street.
Motion by Cum~ssioner Conze~ius, seconded by Corm~s-
sioner Simacek to recc~nend to the City Council for
approval since it complies with ordinance requirements.
Ayes, 6; Iayes, 0.
Mr. Tom Lew-anski, a member of Hastings Natural
Resources and Recreation Ccnmission addressed the
Planning Commission. He stated the N.R.R.C. wanted to
keep con~manication lines open with the Planning Cc~mis-
sion and other City co~nittees. The City Planner noted

that all future plats ~Duld be forw-drded to the N.R.R.C.
for their rec~,~,endation on land dedication recfuire~nents.
Cc~missioner Stevens addressed the Cc~nission per-
taining to Subdivision 29 of Chapter 10 which states that
corner lots only have to meet front and side yard setbacks.
cc~issioner stevens recc~Nnended that the Planner investi-
gate alternatives to a solution for rear yard setback re-
quiran~nts on corner lots.
Cc~nissioner Stevens discussed Chapter 2.05 of City
Code which deals with the Board of Design Control. Motion
by C~,~ssioner Stevens, seconded by Cc~nissioner Simacek
to recommend to City Council to an~nd said Section to in-
clude that preliminary plans he suhnitted to the Board
of Design Control prior to building permit application.
