The mmeting was called to order by Chairman Murphy at 7:33
Members Present: Conmissioners Swanson, Stevens, Folch, Simacek, Anderson
Voelker, and Murphy.
Members Absent: C~issioners Rmuter and Conzemius.
Motion by C~,~ssioner Simacek, seconded by CoL~issioner
Stevens to approve the minutes of the July 23, 1984 meet-
ing. Voice vote carried ~ly.
Motion by Co~,~,~ssioner Simacek, seconded by Conmissioner
Anderson, to approve the minutes of the July 30, 1984.
Voice vote carried unanimousely.
Chairman Morphy ~urned the m~eting over to the City
Planner regarding the first item of the agenda concern-
ing zoning the recently annexed territory. The Plarmer
reviewed the memo prepared for the Planning Ctn~ission
with relation to the four issues and their inpacts
upon the zoning of the territory. The issues reviewed
included land use, population, transportation and eco-
nomics. The Planner's reco~mndation is to zone the
area R-3 with the stipulation that f~ture developmm~t
v~uld obtain a planned residential development permit
and a development contract be executed and approved to
necessitate cc~t0atibility of the development.
Conmissioner Stevens noted that the informmtion supplied
by the Planner was appropriate in answering so~.e of1 the
questions the Planning Conmittee had held previous y.
C~'issioner Voelker questioned the developer if he
had any other property zoned R-3 in the City. The
developer stated that he had other properties that
were zoned R-4 in the City.
Motion by Ccnrmissioner Swanson, seconded by Co~issioner
Stevens to reconmend to the City Cotmcil that the
annexed territory be zoned R-3 with the stipulation
that futm~re development would obtain a plarmed resi-
dential development permit and a developnm~t contract
be executed and approved to necessitate compatibility
of the develo.~nent. Ayes, 7; Nayes, 0.

The City Planner reviewed the City's zoning ordinance
with relation to corner lot rear yard setback require-
ments. Discussion ensued from the c~mittee regarding
present and future requirements. The conmittee
reco~L~nded that the Planner draft prelirminary require-
ments for rear yard setbacks concerning corner lots.
The City Plarmer reviewed the possible property
acquisition of properties located at 108 and 110
West 5th Street. The property located at this
address coz~ently has two dwellings on the premises.
The intentions of the owner are to raze the structures
and the sell the property as vacant land. The City's
interest in this property is for the possibility of
a municipal parking lot to better serve the needs of
the Fire and Police Departments. Councilman Werner
adctressed the Planning C~L~,;ssion on the issue.
Councilman Wemer talked about the parking needs for
businessmen on Vermillion Street and the problems of
the Fire Department in getting their larger trucks
out of the Fire Department onto 5th Street which
currently allows for parking on the north side.
Councilnm Werner thinks the Planning Co~,ittee
should view all of the alternatives and give the
people concerned on this issue a chance to negotiate
amongst themselves prior to making a reconmendation.
Motion by C~&ssioner Simacek, seconded by
Co~L~',~ssioner Anderson to table the recu~ndation
of possible property acquisition until more inform-
ation can be obtained. Ayes, 7; Nayes 0.
The City Plainer reviewed the present Industrial
Park zoning regulations. The first it~n pointed
out to the Plarming Co~ission is current existing
conflicts in the text of the zoning ordinance
regarding permitted uses.
Mmtion by C~missioner Simacek, seconded by
Co~m'issioner }lzrphy to delete Section A of
Subdivision 7 in its entirety and reletter the
remaining sections to conformance. Ayes, 7;
Nayes, 0.
The City Plarmer secondly reviewed current Industrial
Park regulations concerning permit uses. Presently,
the City's zoning ordinmnce concerning Industrial
Park regulations only allows for industrial type
uses. It is staff's rec~m~ndation that the zoning
ordinance be mnended to all~ for certain services
in the Industrial Park district by special use
permit.

Motion by Co~,issioner Folch, seconded by CoL~issioner
Voelker to amend the ordinance to allow for certain
service activities by special use permit. Ayes, 7;
Nayes, 0.
The Mayor addressed the Planning Cc~nission and
discussed the game preserve and also the incineration
project in the City's proposed energy park. Chairman
Murphy appointed CoLmissioner Folch as Chairman, and
himself as the second rmmnber of a subc~,~,;ttee to
explore the possibilities of the game preserve.
Chairman M0rphy also appointed Co~missioner Simacek
as Chairman and CoL~issioner Stevens as a second
member of subc~lttee to explore the possibilities
of incinerator in the City of Hastings.
Motion byCon~nissioner Simacek, seconcledby C~issioner
Anderson to adjourn. Ayes, 7; Nayes, 0. The meeting
adjourned at 9:15 p.m.
