MDNDAY, AUGUST 27, 1984
The meeting was called to order by Chairman Murphy at 7:32 p.m.
Members present; Cou~issioners Stevens, Reuter, Folch, Simacek,
Conzemius, Anderson, Voelker and Murphy.
Members absent; Cc~issioner Swanson.
Motion by C~,~,;ssioner Simacek, seconded by Co~m~[ssioner
Stevens to approve the minutes of the August 13, 1984
meeting. Voice vote carried unanimously.

Chairman Ym~rphy turned the meeting over to the City
Planner regarding the first item of the agenda concern-
ing rear yard setback requirements. The City Planner
reviewed the present zoning ordinance in relation to the
remr y~rd setback requirements for corner lots. The
Planner pointed out several discrepancies between the
ordinance end the actual administration of the ordinance.
~otion by Comnissioner Stevens, seconded by Co~md~ssioner
Simacek to rec~,,~nd to the City Council that the
following ~nendments be made to (~apter 10 relating to
rear yard setback requirements for corner lots; (1) In
subdivision 27, sentence, "In the case of corner lots
which do not have reverse frontage, a front yard of
required depth shall be provided in accordance with
the prevailing yard pattern and second front yard of
half the depth required generally for front yards in
the district shall be provided on the other frontage,
(should be omitted); (2) Subdivision B of Subdivision
27, which reads, '%qo other front yard on such lot shall
have less than half the full depth required generally,
(should be omitted); (3) Subdivision 28, the sentence
"In the case of corner lots, yards remaining after
full and half depth front yards have been established
shall be considered side yards, (should be omitted);
(4) In Subdivision 29, of the second sentence, "in
the case of through lots and corner lots, (the words
"corner lots" should be omitted). In the minirmma lot
requirement chart, under side corner lots, the
frontage should be changed to 25 feet for all
sections. With these outline changes, corner lots
would then be required to meet two full front yard
setback requirements end a full rear yard setback
requirement. It is further recommended to the
Council that these amendments to Chapter 10 only
relate to lots platted after the effective date of
the amendment.
REAR YARD SMĀ£~ACK
The City Planner reviewed the minor subdivision proposal
of Jack P. Christenson in the present approved sub-
division of Pleasant Valley. The proposed minor sub-
division will eliminate interior lot lines so that the
~eOpert„ '.zn.volved can be dedicated as co~m~n property to
condominiunized. The proposed development will not
increase the density or change the proposed development
plans as presented in the Pleasant Valley subdivision.
Cor~nissioner Voelker questioned a possible parking
problem on Jefferson Street.
Motion by Coranissioner Simacek, seconded by Conmissioner
Conzemius to recc~,~mnd to the City Council approval of
the minor subdivision. Ayes, 7; Nayes, 1.
The Mayor addressed the City Planning C~ission
relating to the relocation of Master, Inc. to the
City's Industrial Park. The Mayor pointed out that
the City Co~cil would hold a special meeting on Wed-
nesday, August 29, 1984 concerning possible City
financial help in locating Master, Inc. to the City's
Industrial Park. Discussion further evolved on tbm
possibility of a City refuse to energy plant being
construgted in the Industrial Park to provide energy
to the tannery. The City Planner outlined where the
City is presently on the feasibility study researching
this item.
The City Planner distributed copies of a revised
zoning ordinance and preliminary draft of capital
improvemmnt projects for 1985 through 1989. These
it~ns will be reviewed for discussion by the
Planning C~ission.
Motion by C~Rssioner Conzemius, seconded by
Co~,~,~ssioner Folch to adjourn. Ayes, 7, Nayes, 0.
The meeting adjourned at 8:47 p.m.
