HomeMy WebLinkAbout01/14/85 MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, JANUARY 14, 1985 Early meeting to interview the prospective Planning Commission applicants was brought to order by Chairman Stevens at 6:50 p.m. Members Present: Commissioners Reuter, Folch, Simacek, Conzemius, Anderson, Voelker and Stevens. Members Absent: None. The Planning Commission interviewed, in order, applicants William Wendler, Edith Kaiser, Tom Ditty and Eugene Reinardy. Applicant William Wendler was unable to attend due to an illness. Commissioner Stevens noted that Commissioner Wendler had previously served on the Planning Commission and was quite knowledgeable in the field of Planning and Zoning. Motion by Commissioner Simacek, seconded by Co~m~issioner Conzemius to follow the City Attorney's opinion on voting by signed ballot. Carried unanimously. After all the interviews were conducted, a vote by signed ballot was then cast. The two applicants recommended to the City Council for appointment to the City Planning Commission were Tom Ditty and Edith Kaiser. The votes were as follows: Commissioner Stevens Commissioner Reuter Commissioner Folch Commissioner Simacek Commissioner Conzemius - Commissioner Anderson - Commissioner Voelker - Wendler and Ditty Kaiser and Ditty Kaiser and Ditty Ditty and Reinardy Wendler and Ditty Kaiser and Reinardy Kaiser and Reinardy The regular Planning Commission meeting was called to order at 7:31 p.m. Motion by Commissioner Folch, seconded by Commissioner Reuter to approve the December 10, 1984 minutes. Voice vote carried unanimously. APPROVAL OF MINUTES Motion by Commissioner Simacek, seconded by Commissioner Folch to approve the minutes of the January 7, 1985 meeting. Approval of the January 7, 1985 meeting was carried on a vote of 5 ayes and two abstentions. The City Planner reviewed the home occupation by Ms. Potts-Werkert. There was a question on the amount of noise that would be created by the producing of the cassette tapes. After some discussion, the Cormnission decided the noise would not be a pertinent factor. Motion by Commissioner Simacek, seconded by Commissioner Conzemius to recommend to the City Countil approval of the home occupation application. Motion carried unanimously. The City Planner reviewed the H.R.A.'s Downtown Redevelop- ment Plan. It was noted by Commissioner Reuter that there seemed to be too many pipe dreams and that the document should be somewhat streamlined. It was also noted by Commissioner Voelker that it is her opinion that the Hjermstad property should be retained as an historical site. Motion by Commissioner Simacek, seconded by Commissioner Folch to recommend to the H.R.A. approval of the Downtown Plan with the above comments noted. Carried unanimously. The City Planner reviewed the proposed T.I.F. Plan that will use tax increment money to help finance the reloca- tion of Master, Inc. Motion by Commissioner Anderson, seconded by Commissioner Conzemius to recommend approval of the T.I.F. Plan. Motion carried unanimously. The City Planner reviewed the preliminary plat of the City's Industrial Park No. 3. Motion by Commissioner Simacek, seconded by Commissioner Conzemius to set a public hearing for January 28, 1985 for review of the preliminary plat. Motion carried unanimously. The City Planner reviewed the preliminary plat and utility grading and lineage proposals for Whispering Meadows. Some discussion ensued from adjacent home- owners but it was noted the proper time to make comments would be at the public hearing. Motion by Commissioner Simacek, seconded by Commissioner Folch to set a public hearing date for January 28, 1985 to review Whispering Meadows preliminary plat. Motion carried unanimously. HOME OCCUPATION PERMIT 1415 BLUEBERRY LANE - CAROL POTTS-WERKERT H.R.A. REDEVELOPMENT PLAN T.I.F. PLAN - INDUSTRIAL PARK PRELIMINARY PLAT - INDUSTRIAL PARK - CITY OF HASTINGS PRELIMINARY PLAT WHISPERING MEADOWS SCHUMACHER REALTY The home occupation application of Mr. Welch was reviewed. The home occupation will be a mail order business that would be selling ski storage kits. HOME OCCUPATION PERMIT HAROLD WELCH C.R. #47 Motion by Commissioner Simacek, seconded by Commissioner Conzemius to recommend to the City Council approval of the mail order business for Mr. Welch. Motion carried unanimously. Motion by Commissioner Conzemius, seconded by Commissioner ADJOURNMENT Anderson to adjourn. Carried unanimously. Meeting adjourned at 8:43 p.m.
