HASTINGS PLANNING COmmISSION MEETING
MONDAY, FEBRUARY 11, 1985
The meetingw~s called to order by Chairman Stevens at 7:31 p.m.
Members Present: Cc~missioners Ditty, Kaiser, Folch, Simacek, Conzemius,
Anderson, Voelker and Stevens.
Members Absent: Cc~issioner Reuter.
Motioned by COm~mssioner Anderson, seconded by
Co~r~ssioner voelker to approve the minutes o~ the
January 28, 1985 meeting. Motion carried unanimously.
Motioned by Cc~mis~ioner Conzemius, seconded by
Con~r~ssioner Ditty, to nominate Co~missioner Simac~k
as Chairman.

Motioned by Commissioner Voelker, seconded by
Cor~nissioner Kaiser to nc~m%nate Reuter as Chairman.
Motioned by Cc~missioner Simacek, seoondedby Corm~ssioner
Conzemius to close the nc~inations.
Votes where done by ballet at th~s time. The tally showed
four (4) votes for Corm~issioner Reuter and three (3) votes
for Cor~nissioner Simacek. ~ssioner Reuter is now
appointed the Cc~mission Chairman.
Planner reviewed the application of the Hc~e Occupa-
tion permit al~plied for by Angela woodwick of 1278
West 13th Street. The applicant is applying for a
Home Occupation Permit to operate Pre-School'classes
out of her hcme. The number of classes would be two (2)
per day with ten (10) students per class.
The Planner reviewed the City staffs reconmendations
concerning the Hc~e Occupation request. Due to the fact
that the classes will have more then six (6) students
the home would have robe inspected to meet "E Occupancy
Rules". The Planner also noted that potential traffic,
parking and conjection probl~ns could be realized. Due
to the above listed reasons it is staff recommendation
to deny the Home Occupation permit.
Motioned by Cc~nisioner Conzemius, seconded by Cc~m%ssioner
Kaiser to reco~r~nd to the City Council denial of the Hc~e
Occupation permit. Ayes, 8; Nayes, None.
The Planner reviewed the preliminary plat applica-
tion of Schumacher Realty for Whispering Meadows.
Noted was the me~o from the Engineering Department
discussing the proposed drainage plan for the plat.

The memo fram the City Engineering Department stated
that the existing drainage system does have the capacity
to handle the run off ~enerated frc~ the development. It
further noted that if the 50 acre area which drains
through that drainage system is fully developed the
system would still be adequate to handle the run off.
The Planner noted that an additional park dedication
can hot be required, but that recreational facilties
could beprovided for as was done for the Whispering
Oaks develoument.
Discussion insued from audience concerning their contin-
uing concerns on the drainage issue, maintenance issue,
garbage issue, park and recreation sreas and general
disagreement of the develol~nent. Mr. Wint Hartman
asked for a second opinion fram a consulting Enginner
to be done on the drainage issue.
Motioned by CC~mlssioner Simacek, seconded by Cc~missioner
Kaiser to recc~aend to the City Council denial of the
Preliminary Plat for the following reasons: (1) drainage
problems, (2) density problems, (3) shortage of park
and recreation area. Ayes, 6; Nayes, 1; abstention,

The City Planner reviewed the application to rezone
approximately 4~ acres of property from an agricul-
tural zoning district to R3. The application is also
for preliminary plat approval.
Audience members addressed their concerns on this
issue and general disagreement with the development.
Due to a lack of a motion no action was taken.
The City Planner reviewed a draft HcmeOccupation
Ordinance at this time. The Ordinance is adopted
would allow the staff to review and issue Hc~e
Occupation permits for uses that would be parmitted
as outlined in the Ordinance. The uses which are
not permitted spacificallywould be required to
go through the present process.
Motioned by Commissioner Simacek, seconded by
Cc~missioner Anderson to recon~nd to the City Coun-
cil approval of the revised Hc~e Occupation Ordinance.
Ayes, 8; Nayes, None.
Mr. Ken Grun presented preliminary sight plans for
his up c~ming trailor park development abutting
160th Street. No action ~as taken after discussion.
The City Planner reviewed the sight plan application
for Riverwood Carriage Hc~es. It was noted that the
origin&l application was filed September 26, 1984.
At that time six (6) items where shown robe not

inaccordance with the City Code. A second sight plan
with the noted changes was brought into the City Plan-
ning office on j~u~ry 25, 1985.
On February 4, 1985 City staff reviewed the corrected
sight plan for Riverwood Carriage Hc~s. At that time
no additional cc~ments were made. On February 11, 1985
City staff again reviewed the sight plan and found that
three (3) items needed to be corrected: (1) 12 foot
rear access needs to be added for fire protection, (2)
two additional fire hydrants need to be shown, (3)
Plan must be corrected to show correct place~ent of
garages.
Motioned by Cc~missioner Folch, seconded by Commissioner
Anderson to table the application until the three ~3)
items and the fee for the sight plan application review
is processed. Ayes, 7; Nayes, None; Abstention, 1.
Motioned by Commissioner Simacek, seconded by
Cc~issioner Kaiser to adjourn. Motion carried
unanimously.
