HASTINGS PLANNING COMMISSION MEETING
MONDAY, MARCH 25, 1985
The meeting was called to order by Vice-Chairman Folch at 7:30 p.m.
Members present: Commissioners Ditty, Stevens, Kaiser,Conzemius,Volker,
and Folch
Members Absent: Commissioners Reuter,Anderson and Chairman Simacek
Motioned by Commissioners Stevens, seconded by Commissioner
Kaiser to approve the minutes of February 25, 1985 with the
following amendment. Page 2 paragraph 6,"it was noted that
Planner Loucks will work with Commissioner Stevens,Ditty, and
Kaiser regarding housing maintenance and occupancy code or
perhaps a licensing procedure that should be established for
multifamily dwellings." Motion carried nnanimously.
APPROVAL OF MINUTES
Planner Loucks indicated that the applicants are requesting a
minor subdivision so that they may divide a duplex into two
zero lot line parcels. He further indicated that the division
is necessitated by the fact that the Beam and Sieben each own
or will own one-half of the duplex property.

It was further noted that the resultant parcels will consist
of ± 7,500 sq. ft. and a ± 6,407 sq. ft. respectively. The zoning
ordinance requires 9,700 sqnare feet per duplex lot or a density
of ± 4,850 sq. ft. per unit.
Following review by the Planning Commission, discussion of questions
related to covenants regulating the maintenance of each individual
structure, and a driveway access inquire a motion was made by
Commissioner Stevens, seconded by Commissioner Conzemius to recommend
approval of the request because it meets or exceeds all of the
minimum lot size, density and area requirements of the zoning
ordinance. It was also noted that various comments of staff depart-
ment heads should be included in the file for future review.

It was noted by Planner Loucks that the applicant is requesting
permission to build a new garage one foot from the alley located
on the south side of his lot. There is presentally an existing
garage located at the intersection of the alley and Ashland St.
which is proposed to be removed prior to construction of the new
garage facility.

Following a brief discussion motion was made by Commissioner Ditty,
seconded by Commissioner Volker to recommend approval of the
variance because of the limited amount of land available for placement
of the garage, and undesirability of removing a large shade tree,
the existence of a number of garages along the alley that appear to
be set back a foot or less, and the new garage will generally improve
the appearance of the property. Ayes,6; Nayes,0.

Motion by Commissioner Conzemius, seconded by Commissioner
Kaiser to set a public hearing for a rezoning request on
April 8, 1985. Ayes,6; Nayes, zero.
Motion by Commissioner Folch, seconded by Commissioner Kaiser
to set a hearing to review a variance request and minor
subdivision on April 8, 1985. Ayes, 6; Nayes, Zero.
Motion by Commissioner Kaiser, seconded by Commissioner Ditty
to adjourn. Motion carried unanimously. Meeting adjourned
at 8:40 p.m.
