MONDAY, JUNE I0, 1985
The meeting was called to order by Chairman Simacek at 7:30 p.m.
Members Present: Commissioners Ditty, Stevens, Folch, Kaiser,
Conzemius, Anderson, Voelker and Chairman Simaceko
Members Absent: Commissioner Reuter
Moved by Commissioner Anderson and seconded by Commissioner Voelker
to approve the minutes of May 13 as submitted. Ayes, 8; Nayes,Noneo
The applicant is requesting site plan approval for 48 residential
units to be located on 4.29 acres at a density of approximately
11 units per acre. The R3 zoning district could allow up to 14
units per acre.
The comprehensive plan designates the property in question for
medium density residential to be developed at a density of 4 to
8 units per acre.
The planning commission previously reviewed this matter on
February 11, 1985 and tabled the application until such time as
three items and fee for the site plan application review is
processed.
The applicant paid the application fee and presented an amended
plan for review. Mr. Jablonske passed out a landscape plan at
the meeting.
Planner Loucks recommended approval of the site plan subject to
the condition that no building permits be issued for the project
until the Outlot upon which the project is located is platted.
And that a detail landscape plan be submitted for review and
approval by city staff.
Moved by Commissioner Anderson and seconded by Commissioner Stevens
to recommend approval of the site plan subject to the above
conditions. Ayes, 8; Nayes, None.
Planner Loucks recommended setting Public Hearings for the
following items: 1) Paul W. Swanstrom-Minor Subdivision-603 W.
3rd Street; 2) Fluegel & Christianson-Preliminary Plat for
Pleasant Valley Third Addition. This is part of a planned
residential development for Pleasant Valley. 3) Schumacher
Realty-Preliminary Plat and Rezoning- W. 4th St. & Whispering
Lane. The intent is to divide the area into 2 or 3 parcels;
4 acres for a church, 10 acres for housing, and the balance
for townhouses or condos. In response to a request by
Mr. Hartman, present at the meeting, Planner Loucks noted that
he would send 8~ x 11 copies of the plan proposal to adjacent
property owners.

Moved by Commissioner Conzemius and seconded by Commissioner Kaiser
to set all three hearings for the commission meeting of June 24th.
Ayes, 8; Nayes, None.
Planner Loucks explained that Haven Homes intention is to add
elderly housing attached to the Nursing Home.
Pastor Fair explained that apartments allow self sufficient elderly
persons to take advantage of some nursing home services without
having to pay for the entire service.
The architect, Mr. Wolersturf said that they were planning 84
units with underground parking. The neighbors objected to
building within 40 feet of their property line. The new plan
pulled the buildings back 150 feet from the residential property
lines. This plan sacrificed any future expansion room.
Planner Loucks noted that the City needs a fire land and access
easement through the property. He said that there will be 100 feet
of land left over between what Haven Homes requires and the property
lines of the existing residences. The City could keep or sell this
strip to either the neighbors or to Haven Homes. He added that if
the City Council declares this property surplus, Haven Homes will
come back to the Planning Commission with a more detail proposal.
i. Commissioner Voelker questioned the percentage of formaldehyde
in Oxboard. Commissioner Stevens replied that the state
monitors the levels of formaldehyde in building materials. He
offered to supply Commissioner Voelker with this information.
2. Planner Loucks explained that the Council will hear an appeal
by Let There Be Hair, 717 Eddy St., on his order to Cease and
Desist on the grounds of a commercial use in a residential zone.
3. Planner Loucks indicated that the staff will be evaluating Home
Occupation Permits during the month of July.

adjournment. Ayes, 8; Nayes, None.
