MONDAY, JULY 8, 1985
The meeting was called to order by Vice-Chairman Folch at 7:30 P.M.
Members Present: Commissioners Stevens, Reuter, Folch, Kaiser, Conzemius,
Anderson and Voelker.
Members Absent: Commissioners Ditty and Simacek.
Moved by Commissioner Stevens and seconded by Commissioner Reuter to
approve the minutes of June 24th as submitted. Ayes, 7; Nayes, None.
Vice Chair Folch reopened the public hearing.
Pam Thorsen, 649 Wo 3rdo This issue relates to the environment of
the neighborhood. It is a shame to build a new small house between
two old, large houses. This was done on property which once belonged
to the house I own. Everyone now agrees that it was a mistake. I
personally recommend a moritorium on subdivisions of large lots with
large houses in the R2 district.
Bill Wendler, 1220 Wo 15th. Conversion from a duplex to a triplex
has many ramifications; fire codes, handicapped access, insulation,
etc. The building code and parking requirements will have to be
observed.
Tom Nesbitt, 221W. 8th. I do not wish to prostitute historic values;
old sections of the town should retain their character. Improving these
buildings as single family dwellings is possible and should be encouraged.
We owe it to those who have invested in this neighborhood. These neighbors
should have more to say about their environment than those who purchase
income property.
Jim Kirchner, 635 W. 3rd. If the commission approves this subdivision
contingent upon an accurate survey, when will that survey be made?
Answer: After council approval.
Brian Siemens, 615 W. 3rd. Is the Planning Commission satisfied by the
City Attorneys' opinion? Our point is that the neighborhood will be
jeopardized by this development. We do not believe that it is just to take
a strictly legal approach.
Viola Welshans, 618 W. 4th. I feel to many people will be living on that
corner. From past experience that building was not leased to very
desirable people.
Vice Chairman Folch closed the hearing.
Commissioner Stevens recommended to the Planning Commission that the
application be approved because it conforms to the zoning regulations.
Commissioner Kaiser said that she was not comfortable granting this
subdivision without knowing what the conversion and the proposed new
building would look like. She noted that the intent of the R2 district
includes the protection of visual appeal.

Commissioner Stevens moved approval of the subdivision provided that
the survey shows the same dimensions as the submitted plan. The motion
died for the lack of a second.
Commissioner Conzemius moved and Commissioner Kaiser seconded to deny
the subdivision because the new lot size and house size will alter the
character and asthetics of the neighborhood. Ayes, 6; Nayes, Commissioner
Stevens.
Memorandum from Planner Loucks was read, recommending approval.
(copy attached). The final plat was compared with the preliminary
plat and it was observed that the number of lots in block 1 and
block 2 has been increased. Mr. A1 Sieben was not present at the
meeting.
Commissioner Anderson moved and Commissioner Kaiser seconded to
table the application until July 22nd and to ask Mr. Sieben to be
present to explain the changes made between the preliminary and final
plats. Ayes, 7; Nayes, None.
The attached memorandum from Planner Loucks was read and discussed.
There were no objections to revising the square footage requirements
for R3 and R4 districts. A number of commissioners questioned the
need to revise the parking requirements for office uses.
Commissioner Conzemius moved and Commissioner Anderson seconded to
set the public hearing on these three ordinance revisions for the
Planning Commission meeting of July 22nd. Ayes, 7; Nayes, None,
John Grossman explained that Planner Loucks that a public hearing
be set for the following items for the Planning Commission meeting
of July 22nd.

Commissioner Conzemius moved and Commissioner Reuter seconded to set
public hearings for the above items on July 22nd. Ayes, 7; Nayes,
None.
Commissioner Voelker moved and Commissioner Folch seconded to
adjourn the meeting. Ayes, 7; Nayes, None.
