The meeting was called to order by Chairman Simacek at 7:30 P.M.
Members Present: Commissioners Ditty, Stevens, Reuter, Folch, Kaiser, Conzemius
Anderson, Voelker and Simacek.
Members Absent: None.
Correction was made on page 3 of the minutes under other business
as follows: Change September 10, 1985 to September 9, 1985.
C~ssioner Folchmoved and Commissioner Reuter seconded the
approval of the minutes as corrected. For the motion, 9; opposed 0.
APPROVAL OF MINUTES
OF AUGUST 26, 1985
Mr. Grossman explained that Mr. McGuffee is requesting a Home
Occupation Permit for a sign painting business to be conducted
in his basement. He noted that the Fire Marshall will be
making an inspection of his paint storage methods, and read
the criteria for an approval of Homo Occupation Permits.

Mr. McGuffee answered the questions of the conraissioners as follows.
He has nomore than 4 gallons of paint total stored in a closed steel
container inside his garage. He does not need large quantities of
paint, usually half pints and quarts. He does not do spray painting.
His work is making wooden signs, and lettering trucks. The signs
are made in the basement and delivered to the customer. Trucks are
normally lettered at the custc~ers address. Very few customers
visit the house. He does not have any signs advertising his
business other than those on his van. He uses about 280 squ. ft.
out of a total of 1,550 square feet in his home.
Noting that Mr. McGuffee met the criteria for a home occupation
permit, Cce~issioner Conzemius moved and Conmlissioner Folch seconded
the approval of this application on the condition that the Fire
Marshall approves of the paint storage mothods. For the motion;
9; opposed, none.
1. Chairman Simacek noted that the R5 zone proposal was tabled by
the council formore information.
2. Con,missioner Voelker suggested the recommendation to the
Council Administrative Co~nittee that Mr. Wilbur be considered
for the City Planner Position. It was decided to ask Mr. Wilbur
to attend the next conlnissionmeeting.
3. Commissioner Voelker noted that the Governors' Conference on
handicapped access will be held in St. Paul on October 4 & 5 and
suggested that members of the cc~nission consider attending.
4. Commissioner Kaiser asked for volunteers to assist her as a sub-
con~/ttee to moet with a sub-con~ittee of the Natural Resources
and Recreation Con, mission in order to coordinate Parks.
Planning. CC~nZssioner Folch and Commissioner Conzemius volunteered
for this sub-cc~nittee.
5. Conmissioner Simacek volunteered to be the Planning Commission liason
to the Heritage Preservation Commission.
OTHER BUSINESS
6. Conmmissioner Simacek reported many calls about unpaved streets in
the second ward. Mr. Grossman suggested meeting with the Second
Ward council members and the City Engineer before the Engineer
prepares the 1986 construction proposal. Chairman Simacek named
a committee of Commissioner Conzemius, Con~issioner Voelker and
himself to do so.

adjournment at 9:05 p.m.
