Members Absent: Comnissioners Reuter, Anderson & Conzemius Motion was made by Cor~nissioner Stevens and seconded by Commissioner Kaiser to approve the minutes of September 9, 1985 Ayes, 6; Nayes, 0. APPROVAL OF SEPT~4BER 9, 1985 Minutes Planner Loucks noted that the Planning Co~nission had reviewed the preliminary plat in August of ]985 and reconmended its approval. The City Council had reviewed the same matter at its meeting in August of 1985 and recon~aended its approval. Therefore it is the intent of the applicant at this time to seek final plat approval for the subject property. VA[J,EYMANOR SECOND SUBDIVISION-FINAL PLAT-HASTINGS CONSTRUCTION COMPANY BAHLS DRIVE & LYN WAY Upon review of this s%~mittal and examination of all required information for a final pla~amation was made by Cc~ssioner Kaiser and seconded by Cc~issioner Ditty to reco~nend approval of the final plat. Ayes, 6, Nayes, 0. Planner Loucks noted that the Planning Commission and the City Council had previously reviewed and approved a site plan for 271 manufactured home sites and 70 double manufactured home sites for a total of 341 units on this property. Property is approximately 68.2 acres in size and will be developed at a density of approximately 5 homes per acre. SITE PLAN APPROVAL- PHASE II-THREE RIVERS PARTNERSHIP- 160TH & MILLARD AV~/E It was further noted that the Planning Commission and City Council had previously approved the Phase I development consisting of 71 manufactured home sites subject to the following: 1. Approximately 25 fire hydrants within the development will be placed in such a manner that the furthest residential structure will be no greater than 250 feet from any hydrant. 2. That the cul~e-sac designated on the north portion of the proposal be shortened to a distance of 500 feet in order to satisfy minimum requirements of the subdivision regulations. 3. That an agreement be entered into with the City regarding the proper installation and maintenance of the water system in order to insure that any breaks in the lines within the develo~nent will not render the entire development dry for firefighting purposes. 4. That a complete landscape plan be submitted for review and approved by the City staff. 5. That unmountable curbs will be placed in the development. 6. That if the Environmental Quality Board requires the preparation of an environmental worksheet it will be the responsibility of the applicant to prepare the same. 7. That the applicant nmst make an arrangement for secondary access to Trunk Highway 316 prior to initiating the second or third phases of the proposed project. 8. That wood sided homes will be placed within the develol~nent. 9. That Three Rivers Partnership will be allowed to place model manufactured hc~es on 10 sites within the proposed development. Mr. Loucks noted~that at the present time the applicant is requesting a moderate expansion of the Phase I development in order to accomodate the number of requests that they have had for sites within the project. This specifc proposal is to add an additional 61 units to the manufactured home park. It was also noted that the applicant is requesting a modification to the site plan to allow construction of a cc~nunity center and emergency shelter to be located near the northwest entrance of the site, and t~mt they are also requesting that the Planning Conn~ission consider the possibility of rec~Nrending a ~nodification to the development agreement which requires mountable curbs rather than unmountable curbs and further that vinyl sided manufactured h~nes be allowed in the development. It was further pointed out that the secondary access to 316 has not been proposed at this time. Mr. Loucks noted that the staff had reviewed the matter and felt that the requested expansion is modest in nature and it is not necessary to require the alternative access to 316 at this time, however it was felt that in view of the present city policies that the applicant should not be allowed to smend the unmountable curb requirement as agreed to in the development agreement and further that the coamission should give due consideration to a request for vinyl sided manufactured hc~es. A discussion followed in which Chairman Simacek noted that in view of the fact that the curbs are on private property versus a public street; he felt that mountable curbs should probably be allowed. Concessioner Voelker indicated that she was very reluctant to reconmend approval of a second phase of this development until the first phase was completed. Commissioner Kaiser questioned Mr. Grund in regard to vinyl siding. Conmissioner Folch questioned Mr. Grand in regard to the vinyl siding end as to how long it has been on the market. Co~ssioner Stevens indicated that it would be more helpful if the applicant could provide some photographs of what the vinyl sided msnufactured homes look like. He also indicated that they would be required to provide handicapped access for the proposed storm shelter to be located on the site. Mrs. King, a neighbor, had questions regarding curbing and felt that the applicant should stay with the original agreement. Coumissioner Ditty indicated that he didn't think that mountable curbs were a problem nor did he think that the vinyl siding would present any particular problem. He indicated that he felt that the applicant is generally co~lying with the intent of the previously approved site plan and development agreement. Following further discussion a motion was made by Cor~nissioner Folch and seconded by Co~,issioner Stevens to recommend approval of the Phase II Development, the location of the cctv.unity center and storm shelter, the mountable curbs and further that in accordance with the aFplicants request that they be allowed to put a vinyl sided manufactured home oD the site for a short period of time in order to give Planning Comnission and Council Member~ a feel for what the unit looks like. Ayes, 4, Nayes, Coumissioner Voelker and Kaiser. Planner Loucks noted that the term of Commissioner Reuter will be expiring on December 31, 1985 and suggested to commission members that if they had anyone in mind to replace Cc~nissioner Reuter they should provide the name of that person tc the Mayor. Planner Loucks noted that the City had received 63 applications for the Planning Director Position and that a coumittee consisting of Gary Brown, Dianne Latuff and himself had reviewed the applications and narrowed it dcwn to six candidates. It was indicated that the interview process will probably take place in the next few weeks and that the Chairman of the Planning Commission will be a meKber of the personal interview committee. TERMS OF COM~4ISSIONERS CITY PLANNER SEI,ECTION ~TrEE Planner Loucks noted that there is an affordable housing seminar to be conducted at the University of Minnesota on October 24, ]985 and that if aDy cc~nissioners are interested in attending such seminar to let him know so that he could register them for same.
