Call to Order 7:00 p.m. Present: Commission Chair, Chelsea Piskor, Commissioners: Ben Spader, Dave Pemble, Bruce Karnick, Craig Santelman, Scott Zuzek & Carl Bower. Parks and Recreation Director, Chris Jenkins, Recreation Program Specialist, Paige Marschall Bigler, Hastings Pickleball Club Presenters: Nancy Burt and Steve Black, and Summergate staff. II. Determination of Quorum Quorum Present: 7:7 III. Approval of Minutes Karnick motioned to approve minutes, Pemble seconded the motion Minutes Approved: 7:7 a. Approve minutes of the Parks and Recreation Commission meeting held on March 9, 2021 IV. Heritage Ridge & Siewert Apartment Developments 7:05 p.m. Parks and Recreation Director Chris Jenkins introduced the Park dedication for Siewert Apartments. Com- missioners discussed the site and nearby Depot Park. Karnick motioned to accept cash in lieu of land. Pemble seconded the motion. Motion to approve cash in lieu of land and recommendation to City Council 7:7 V. Determine method of Park Dedication – Summergate Development a. Community Development Director, John Hinzman Jenkins introduced the Park dedication for Summergate. Todd with Summergate spoke about the site, concept plan, and timeline, if approved. Commissioners discussed accessibility to Tuttle Park. Karnick motioned to accept cash in lieu of land. Zuzek seconded the motion. Motion to approve cash in lieu of land and recommendation to Council 7:7 VI. Pickleball Presentation 7:15 p.m. Steve Black and Nancy Burt from Hastings Pickleball Club presented on the growing sport of pickleball and their growing club in Hastings. Black outlined the sport and courts available in Hastings. Presenters shared challenges experienced at Roadside Park. Black and Burt proposed long term and short-term con- siderations for increasing the number of Pickleball courts available. Presenters also shared long term goals for their club including the implementation of programs, leagues, tournaments and more. Their current participation has a roster of 100. Jenkins shared estimates of court reconstruction that is within the Capital Improvement Plan and invited club members to visit our Parks Department to further the conversation and ideas to work toward their goals. VII. Department Updates 7:45 p.m. Commissioner Santelman provided an update on mountain bike trails and the lack of a good site for the trail system in Hastings. Jenkins highlighted the following: • Tierney Trail Project starting in October: full reconstruction of 1,800 feet of trail • Isabel Park Project waiting on consultant proposals • DNR Grant of $240,000 was received for a portion of the Lake Isabel Project • Lake Rebecca Park is still in the running for a funding allocation of a 2 million-dollar LCCMR grant for habitat restoration work. • People Movement Plan was nominated for Leaders in Government Award • Currently working with Hockey organizations on ideas for Capital Improvement projects which would include volunteer work. • Currently working with Hastings Hawks for enhancements of fields and redesign of backstop • Recreation Program Specialist provided a brief overview of summer programming and upcoming events. Commissioner Pemble motioned to adjourn meeting. Commissioner Zuzek seconded the motion. Meeting adjourned: 8:10 p.m. Next Meeting: October 12, 2021 at 7:00pm All times are approximate Park and Recreation Commission Memorandum To: Park and Recreation Commission From: John Hinzman, Community Development Director Date: February 8, 2022 Item: Park Dedication – County Crossroads 4th Addition - Enclave Companies Commission Action Requested Review the method of park dedication for the development of County Crossroads 4th Addition containing two apartments totaling 211 units as proposed by Enclave Companies. The 15.66 acre property is generally located south of 33rd Street between Terry’s Hardware and Vermillion State Bank\Coborns Existing Condition The property is flat and treeless and contains a pond and private roadways. Adjacent Uses The following uses abut the proposed park dedication North 33rd Street Commercial - Me & Julio Restaurant & Hastings Inn East Commercial - Vermillion State Bank, Strip Mall South Residential - Cari Park - Twin Homes West Commercial - Dugarels, Terrys Hardware PARK DEDICATION REQUIREMENTS Subdivision Ordinance City Code Chapter 154.07 establishes public land dedication requirements for subdivision of land. All property subdivisions resulting in the addition of buildable lots are subject to dedication requirements. The obligation can be fulfilled in the following ways: 1) Physical land dedication 2) Payment of cash in lieu of land 3) A combination of land dedication and cash. 4) Private open space and facilities for public use. Option - Physical Land Dedication Physical land dedication would be required as follows: Property Size 15.66 acres Number of Residential Units 211 Residential Density 13.47 units\acre Required Park Dedication 2.44 acres = 15.6% of the gross area 1) All or part of the land has been previously designated as open space, park land, or trailway in the Comprehensive Plan. Analysis: The property has not been designated as open space, park land or railway in the Comprehensive Plan. 2) A need for additional parks or recreational facilities will be generated by the development. SITE LOCATION Analysis: This development is projected to add 211 apartments. Cari Park is approximately south of the site (700 feet to park entrance, 1,200 feet to playground). Developer plans to extend the existing trail to allow access to the park and neighborhood to the south. 3) The land adjoins an existing park or school open space property. Analysis: The land does not adjoin an existing park or school open space property. 4) The land could serve as a buffer between commercial\industrial property and residential. Analysis: The land abuts commercial property. Building have been positioned to minimize impact of commercial businesses 5) The land contains or abuts unique topographical features. Analysis: Most of the property is flat and treeless. The land contains a stormwater pond in the southeast corner. Option - Cash in Lieu of Land Payment of cash in lieu of land is based upon the number and type of residential units to be constructed. A total cash payment of $232,100 ($1,100 x 211 units) would be required under this option at the present rate. Payment would be made at the time of final plat. Option - Private Open Space and Facilities The Subdivision Ordinance allows for the development of private open space, park, and recreation facilities to account for up to fifty percent of the park land dedication requirements provided the land is not occupied by buildings and structures, is open to the public, deed restricted to ensure public access, provides for natural features, or has a desirable use and the proposed recreation facility will reduce the demand for public recreational facilities to serve the development. The developer has not proposed any private open space or facilities. RECOMMENDED METHOD OF PARK DEDICATION Staff recommends payment of cash in lieu of land to satisfy park dedication requirements. Cash payment under current rates would be $232,100 ($1,100 x 211 units). The 1.17 acre property is generally located west of Bailey Street between 3rd and 4th Streets. Existing Condition The property is flat and treeless and contains an unimproved parking lot, single family home, and steel industrial building. Adjacent Uses The following uses abut the proposed park dedication North 3rd Street ROW Red Rock Corridor Parking Lot East Bailey Street Trail (MRT) CP Railroad South 4th Street Police Storage Building (Former UBC Bldg.) West Single and Two Family Residences. PARK DEDICATION REQUIREMENTS Subdivision Ordinance City Code Chapter 154.07 establishes public land dedication requirements for subdivision of land. All property subdivisions resulting in the addition of buildable lots are subject to dedication requirements. The Bailey Street Trail (part of the Mississippi River Trail) abuts the site to the east. 2) A need for additional parks or recreational facilities will be generated by the development. SITE LOCATION Analysis: This development is projected to add 89 apartments. Depot Park is approximately 315 feet north of the site. Levee Park is approximately 850 feet to the northwest of the site. Existing trails and sidewalks provide connections to both parks. 3) The land adjoins an existing park or school open space property. Analysis: The land does not adjoin an existing park or school open space property. 4) The land could serve as a buffer between commercial\industrial property and residential. Analysis: A buffer is not necessary. The site is guided for mixed use development in the Comprehensive Plan 5) The land contains or abuts unique topographical features. Analysis: The land does not contain or abut unique features. Option - Cash in Lieu of Land Payment of cash in lieu of land is based upon the number and type of residential units to be constructed. A total cash payment of $97,900 ($1,100 x 89 units) would be required under this option at the present rate. Payment would be made at the time of final plat.
