HomeMy WebLinkAbout03-24-03 Special Mtg Special City Council Meeting Minutes Hastings, Minnesota March 24, 2003 The City Council of the City of Hastings, Minnesota met in a special meeting on Monday, March 24, 2003 at 5:00 p.m. in the Volunteer Room, 101 4th Street East, Hastings, Minnesota. Members Present: Council members Hazlet, Riveness, Schultz, and Yandrasits Mayor Werner Councilmember Hicks arrived at 5:07 p.m. Councilmember Moratzka arrived at 5:08 p.m. Members Absent: None Staff Members Present: David Osberg, City Administrator; Shawn Moynihan, City Attorney; Melanie Mesko Lee, Administrative AssistanUCity Clerk; John Grossman, HRA Director Resolution 03-18-03-Resolution of the City Council of the City of Hastings Authorizing the Execution of the Real Estate Transfer Agreement and Declaraion Creating Restrictive Covenants Relating to the Acquisition of the LeDuc House Property and the Lease Agreement with the Dakota County Historical Society City Administrator Osberg stated that the most recent cost estimate has been provided to the City Council for their review. He stated that due to cost constraints, the elevator will not be included in the design. The project is estimated to cost under $1 million, which is the amount allocated by the Minnesota Historical Society from the State of Minnesota for making repairs on the property. Councilmember Schultz asked how the lack of elevator would impact the accessibility of historical interpretation pieces. Representatives from the Dakota County Historical Society said that the intent is to have the majority of the information on display on the first floor. Council member Yandrasits asked what repairs are proposed to made among the various items listed under "necessary," "better," and "best" repairs. Osberg stated that "necessary" and "better" repairs are currently proposed to be made. Mayor Werner asked whether City staff has been budgeted to assist with costs associated with transferring the property. Osberg stated that it is anticipated that current staff will provide this assistance. Mayor Werner asked whether the City should have more oversight to ensure compliance with improvements on the building. He also stated his concern with limiting the use of the building to non-commercial use. Osberg stated that current bonding laws dictate the limitation on no more than 5% of the building being used for commercial purposes.
