HomeMy WebLinkAboutIV.E - HEDRA Resolution No. 2021-24 - Requesting City Council Call for TIF Hearing 1 HASTINGS ECONOMIC DEVELOPMENT AND REDEVELOPMENT AUTHORITY RESOLUTION NO. 2021-_____ RESOLUTION REQUESTING A PUBLIC HEARING ON THE PROPOSED ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 9 Commissioner ________________________ introduced the following resolution and moved its adoption: BE IT RESOLVED by the Board of Commissioners of the Hastings Economic Development and Redevelopment Authority, Minnesota (“HEDRA"), as follows: Section 1. Background 1.01. HEDRA previously established the Hastings Downtown Redevelopment Area, Development District No. 1 (the "Project Area") and established Tax Increment Financing District No. 7 within the boundaries of the Project Area, all pursuant to and in conformity with applicable law, including Minnesota Statutes, Sections 469.001 to 469.047, Section 469.090 to 469.1082, and Sections 469.174 to 469.1794, inclusive, as amended (the "Act"), in an effort to encourage the redevelopment of certain designated areas within the City of Hastings (the “City”). 1.02. HEDRA proposes to adopt further modification to the Redevelopment Plan for the Project Area to provide for the establishment of a new tax increment financing district within the boundaries of the Project Area. 1.03. HEDRA proposes the establishment of Tax Increment Financing (Redevelopment) District No. 9 (the "TIF District"), within the Project Area, and the approval of a Tax Increment Financing Plan ("TIF Plan") for the TIF District, pursuant to and in accordance with Section 469.175 of the Act. 1.04. The creation of tax increment financing districts must be approved by the City Council of the City after a duly noticed public hearing. Section 2. Process 2.01. HEDRA requests that the Council call for a public hearing to be held on Monday, February 21, 2022 to consider the proposed modification to the Redevelopment Plan for the Project Area and the adoption of the Tax Increment Financing Plan for the establishment of the 2 TIF District within the Project Area, among other purposes, and to cause notice of said public hearing to be given as required by law. 2.02. HEDRA directs the Executive Director to transmit copies of the proposed Modified Redevelopment Plan for the Project Area and the proposed Tax Increment Financing Plan for the TIF District (together, the “Plan”) to the Planning Commission of the City and requests the Planning Commission's written opinion indicating whether the Plan is in accordance with the Comprehensive Plan of the City, prior to the date of the public hearing. 2.03. The Executive Director of HEDRA is hereby directed to submit a copy of the Plan to the Council for its approval. 2.04. HEDRA directs the Executive Director to transmit the Plan to Dakota County and Independent School District No. 200 not later than January 6, 2022. 2.05. Staff and consultants are authorized and directed to take all other steps necessary to prepare the Plan and related documents and to undertake other actions necessary to bring the Plan before the Council. Section 3. Effective Date.
