HomeMy WebLinkAbout20211018 - CC Minutes Hastings,Minnesota City Council Meeting Minutes October 18,2021 The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday,October 18, 2021 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4"' Street, Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Braucks, Folch, Fox, Leifeld and Vaughan Member Absent: Councilmember Lund Staff Present: City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Korine Land City Engineer Ryan Stempski Community Development Director John Hinzman Recreation Program Specialist Paige Marschall Bigler Proclamation: Recognizing National Day of the Deployed,Veterans Day,and Military Family Appreciation Month City Council read the proclamation. Presentation: 2021 Levee Park Programming Recap Marschall Bigler summarize the 2021 Levee Park programming. Presentation: CSAH 42 Pedestrian Safety Assessment Kristi Sebastian, Dakota County Traffic Engineer, discussed the pedestrian Safety Crossing Assessment. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council regular and workshop meetings on October 4, 2021. Minutes were approved as presented. Consent Agenda 1. Pay Bills as Audited 2. Resolution No. 10-05-21: Approve Final Payment—2021 Mill &Overlay Project in the amount of $10,637.13 to Bituminous Roadways 3. Approve Pay Estimate No. 5 for 2021 Neighborhood Infrastructure Improvements—McNamara Contracting, Inc. ($533,337.12) 4. Accept Proposal and Authorize Work—2022 4"' Street Water Tower Reconditioning Services 5. Designate Gobble Gait as a Special Event 6. 1"Reading\Order Public Hearing: Amend City Code-Commercial Building Rehab 7. Approve Agreement for Professional Services with Citygate Associates, LLC for Fire Department Study 8. Pre Budget Authority: Streetsweeper 10. Appointment of Connie Blasing and Emily Chouman to the Heritage Preservation Commission 11. Declare Surplus and Authorize Sale of Police Department Property Councilmember Braucks motioned to approve as presented, seconded by Councilmember Vaughan. Ayes 6;Nays 0. Authorize 2022 CSAH 42 Pedestrian Safety Assessment(Joint Study w/Dakota County) Council discussed safety concerns expressed by residents. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Fox. Ayes 6; Nays 0. Focus Engineering Contract Wietecha discussed the proposed amendment to the contract with Focus Engineering. The Operations Committee supported the proposal. Council reviewed the Operations Committee's comments and concerns and discussed the future of the Public Works Director position, if other cities contract for similar positions, recruitment for the position and expressed concern of the proposed number of working hours. Councilmember Fox motioned to approve as presented, seconded by Councilmember Braucks. Ayes 6; Nays 0. Liquor License Fees Wietecha sought Council direction whether on-sale type liquor licenses should be invoiced for the second fee payment. He detailed the timeframe when payments would be due and when a decision was needed from Council. Council discussed comments from downtown restaurant owners including positive reviews of parklets and sidewalk cafes and the lack of staff, obtaining the Chamber of Commerce's most current survey responses of how businesses were coping, fee reinstatement timing and having a matrix prior to making a decision. Renew Arts Task Force Wietecha discussed the possibility of reviving the Arts Task Force.The Planning Committee supported renewal of the Arts Task Force. Council discussed how adding a new commission may affect staff, possibly adding members to the task force,the difference between a task force and commission and new objectives of the task force. Councilmember Folch motioned to revive the Arts Task Force, expand its membership and define its objectives and budget, seconded by Councilmember Leifeld. Council discussed the prep work to get the Arts Task Force ready and how staff may support the task force,the budget portion of the motion,that the task force was not in the upcoming year's budget, Ayes 6;Nays 0. A variety of items are available for sale through October 29. • On Saturday, October 23, about 50 new boulevard trees will be planted to replace trees removed this summer due to emerald ash borer. Volunteers are needed to help with tree planning. Thank you to Tree Trust for providing the trees. • Art Space is inviting the public to view art displays and to learn more about the artists and Art Space on Saturday, October 23, from noon to 3 pm. • The Community Halloween Party is Friday, October 29, from 6 to 8 pm at the High School lower level lot. The free event includes giveaways and candy, activity stations, and costume contests. • The Downtown Business Association is holding a Halloween Candy Crawl on October 31, from 2 to 5 pm on Second St. • Compost your pumpkin at our free Pumpkin Dropoff on Sunday,November 7, from 3 to 8 pm at the Dakota County Maintenance Shop. Please remove paint, candles, wax or other non-organic material.
