HomeMy WebLinkAboutPC Minutes 10-25-2021Hastings Planning Commission October 25, 2021 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, October 25, 2021 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Romens, King, Halberg, Matzke, Peters, and Teiken Planning Commissioners Absent: None Staff Present: Community Development Director John Hinzman 2. Approval of Minutes – September 13, 2021 Regular Meeting and October 21, 2021 Workshop Commissioner Teiken motioned to approve the minutes as presented. Seconded by Commissioner Romens. Vote: Ayes 7; Nays: 0. Motion approved. PUBLIC HEARINGS 3. City of Hastings - City Code Amendment - Bulk Standards - Downtown Core Zoning District. Director Hinzman presented a summary of the request to amend the zoning code to raise the maximum building height in portions of the Downtown Core (DC) Zoning District. Chair Messina opened and closed the public hearing public hearing with no testimony received. Commissioner Matzke asked about the limitations of the height change, how far away from downtown would the change be effective. Director Hinzman clarified that the change would only affect properties zoned DC and that the extent of existing and future DC properties should not extend any further south than 5th Street. Commissioner Teiken asked how the change would affect the future UBC redevelopment site that is presently zoned Industrial. Director Hinzman stated the property would need to be rezoned to DC and would be subject to the new height limit because it is south of 3rd Street. Chair Messina asked what the difference would be between the existing and proposed height limits. Director Hinzman responded areas south of 3rd Street would have an additional 10 foot height limit. Commissioner Halberg motioned to recommend approval of the ordinance amendment as presented. Seconded by Commissioner King. Vote: Ayes 7; Nays: 0. Motion approved as presented. Action will be forwarded to the City Council on the November 1, 2021 meeting to consider 1st Reading and Order a Public Hearing. 4. Other Business 5. Adjourn Commissioner King motioned to adjourn the meeting at 7:13pm. Seconded by Commissioner Matzke. Vote: Ayes 7; Nays: 0. Motion approved as presented.
