HomeMy WebLinkAbout20211004 - CC Minutes Hastings, Minnesota City Council Meeting Minutes October 04,2021 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 4, 2021 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4t" Street,Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Braucks, Folch, Fox, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Assistant City Administrator Kelly Murtaugh City Attorney Korine Land Community Development Director John Hinzman Presentation: Tourism Bureau Kristy Barse, Chamber President, discussed the 2020-2021 and 2021-2022 budgets and marketing plans. Council thanked Kristy and staff for their hard work this past year and discussed possible coordination between the City and Chamber for various tourism related items. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council regular and workshop meetings on September 20,2021. Minutes were approved as presented. Comments from the Audience Mayor Fasbender stated comments received via email have been distributed to all councilmembers and are acknowledged. Consent Agenda 1. Designate the Downtown Business Association Halloween as a Special Event Councilmember Folch motioned to approve as presented, seconded by Councilmember Fox.Ayes 7; Nays 0. Resolution No. 10-03-21: Preliminary Plat and Final Plat Approval-SIEWERT APARTMENTS c. Resolution No. 10-04-21: Site Plan Approval Hinzman detailed the rezoning, preliminary and final plat and the site plan for the proposed 32 unit apartment. The Planning Commission unanimously recommended approval,the Planning Committee of the Council was supportive of the development, HEDRA authorized the sale of the property and the Parks and Recreation Commission recommended approval for a cash payment for park dedication in lieu of land. Mayor Fasbender opened the public hearing at 7:26 p.m. and hearing no comments closed the public hearing at 7:27 p.m. Council discussed whether the downtown parking study was taken into consideration when the proposed parking was examined,the number of parking spots in the parking garage and the surface parking lot, parking garage security, soil analysis and if the ground needed to be dug for the parking garage. Councilmember Folch motioned to approve as presented, seconded by Councilmember Lund.Ayes 7; Nays 0. Public Hearing and 2nd Reading\Adoption of Ordinance 2021-11 of Charter Amendment of Administrative Citations Land discussed the proposed administrative citations amendment to the City Charter. Mayor Fasbender opened the public hearing at 7:33 p.m. and hearing no comments closed the public hearing at 7:34 p.m. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Fox. Ayes 7; Nays 0. Strategic Initiatives: 3"t Quarter 2021 Report Wietecha discussed the Strategic Initiatives report and asked for Council feedback on the content and format of the report to guide future reporting. Council discussed possibly adding more detail and dates to the status column. Arts Commission Request Wietecha noted that City Staff and City Council were not against arts and culture; however, establishing an Arts and Culture Commission or adding an arts and cultural plan to the Comprehensive Plan was not recommended and explained why. Mayor Fasbender noted the value of art for the City and asked the Council to comment. Barb Hollenbeck, a Hastings business owner, summarized the growth of arts in Hastings and spoke on behalf of the creation of an Arts and Culture Commission and how the commission may function. Council discussed how the art plan may be utilized, possibly adding arts to an established commission, how the creating of an arts commission may affect staff, dedication of residents,the strategic initiatives plan, what the goals and objectives may be of the art commission, reinstating the Arts Taskforce. Councilmember Fox motioned to reinstate the Arts Taskforce. The motion was not seconded and failed. Kathy O'Keefe, Hasting Prescott Area Arts Council President, spoke about the possible functions of an arts commission. Council discussed the process of creating a new commission and which committee this should be referred to. Mayor Fasbender referred the topic to the Planning Committee of the Council. Pre-Budget Authority Wietecha discussed the need to start processes for several 2022 budgeted items. Council discussed moving money from the next year's budget to this year's, possibly starting a two year budget cycle, lead times of orders and supply chain challenges,the payment timing of items and future discussion of two-year budgeting cycle. Councilmember Folch motioned to approve as presented, seconded by Councilmember Fox. Council discussed the plow truck price. Ayes 7;Nays 0. 2021 Budget Amendments Wietecha discussed the proposed budget amendments. Council discussed if the budget amendments would preclude the City from completing any already planned projects and the budget for police radios. Councilmember Braucks motioned to approve as presented, seconded by Councilmember Vaughan. Ayes 7;Nays 0. Lease: 535 East 315'St. Wietecha summarized the City's need to lease the building located at 535 East 3151 St. Council discussed where vehicles are stored and other locations for storage. Councilmember Lund motioned to approve as presented, seconded by Councilmember Leifeld. Ayes 7;Nays 0. Closed meeting pursuant to Minn. Stat. 13D.05 subd. 3(a)to discuss the performance evaluation of the City Administrator Councilmember Leifeld motioned to move to the closed meeting, seconded by Councilmember Vaughan. Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements: Announcements • October 3 to 9 is National Fire Prevention Week. • Join us at 7 pin tomorrow Tuesday, October 5, for the Fire Open House. Hastings Fire Department will have demonstrations and displays, including ambulance and fire truck tours and a ladder truck display. • The Hastings Police Department is holding its annual Pink Patch Project to raise awareness and support breast cancer research. • Congratulations to the team at Hastings Community Television for their recent awards from the National Association of Telecommunications Officers and Advisors. We're so proud and fortunate to have you here every day, and it's nice to see your work recognized.
