Presentation: 2021 Levee Park Programming Recap Marschall Bigler summarize the sixth year of 2021 Levee Park programming. Presentation: CSAH 42 Pedestrian Safety Assessment Kristi Sebastian, Dakota County Traffic Engineer, discussed the pedestrian Safety Crossing Assessment. V. APPROVAL OF MINUTES Approve Minutes of the City Council regular and workshop meetings on October 4, 2021. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Mayor Fasbender stated comments received have been distributed to all councilmembers and are acknowledged. VII. COUNCIL ITEMS TO BE CONSIDERED VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Accept Proposal and Authorize Work – 2022 4th Street Water Tower Reconditioning Services 5. Designate Gobble Gait as a Special Event 6. 1st Reading\Order Public Hearing: Amend City Code - Commercial Building Rehab 7. Approve Agreement for Professional Services with Citygate Associates, LLC for Fire Department Study 8. Resolution No. 10-06-21: Acceptance and Appreciation of a Donation from Fluegel’s Lawn Garden and Pet Supply to the Parks and Recreation Department 9. Pre Budget Authority: Streetsweeper 10. Appointment of Connie Blasing and Emily Chouman to the Heritage Preservation Commission 11. Declare Surplus and Authorize Sale of Police Department Property IX. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works 1. Authorize 2022 CSAH 42 Pedestrian Safety Assessment (Joint Study w/ Dakota County) Council discussion about crossing safety concerns expressed by residents. Focus Engineering Contract Wietecha discussed the proposed amendment to the contract with Focus Engineering. The Operations Committee supported the proposal. Council reviewed the discussion from the Operations Committee. Council discussion the statewide difficulties in filling similar positions and on identifying the competitive advantage offered by the City. Liquor License Fees Wietecha sought Council direction whether on-sale type liquor licenses should be charged the second fee payment. Council discussion on seeking feedback on the pandemic recovery of affected businesses from the Chamber of Commerce. 3. Renew Arts Task Force Wietecha discussed the possibility of reviving the Arts Task Force. The Planning Committee supported renewal of the Arts task Force. Council discussion about staff support and objectives for the task force. Folch, Leifeld to approve as presented 6 Ayes, 0 Nays XI. UNFINISHED BUSINESS XII. NEW BUSINESS XIII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS Announcements • The Hastings Police Department is holding its annual Pink Patch Project to raise awareness and support breast cancer research. A variety of items are available for sale through October 29. • On Saturday, October 23, about 50 new boulevard trees will be planted to replace trees removed this summer due to emerald ash borer. Volunteers are needed to help with tree planning. Thank you to Tree Trust for providing the trees. • Art Space is inviting the public to view art displays and to learn more about the artists and Art Space on Saturday, October 23, from noon to 3 pm. • The Community Halloween Party is Friday, October 29, from 6 to 8 pm at the High School lower level lot. The free event includes giveaways and candy, activity stations, and costume contests. • The Downtown Business Association is holding a Halloween Candy Crawl on October 31, from 2 to 5 pm on Second St. • Compost your pumpkin at our free Pumpkin Dropoff on Sunday, November 7, from 3 to 8 pm at the Dakota County Maintenance Shop. Please remove paint, candles, wax or other non-organic material.
