The regular meeting of the Hastings mlanning Commission was cai led to order at
7:30 p.m.
I4embers Present: Commissioners Ditty, Dredge, Kaiser, Si;aacek,
Conzemius, Anderson, Voelker.
Hembers Absent: Commissioners Stevens and Folch.
Staff Present: Planning Director Harmening.
Commissioner Kaiser moved, seconded by Commissioner Anderson~
to approve the January 12, 1987 Planning Commission minutes subject
to the minutes being corrected to show that Commissioner Ditty was
in attendance at meeting. Upon vote taken, Ayes, 7~ Nayes, O.

Planning Director Harmening informed the Planning Commission ORDER F~Jr~LIC
that Lester Fair and ~ark Horstad were requesting approval of a HEARING-MINOR
~inor Subdivision of a lot located at the intersection of 7th Street SUBDIVISION-
and River Street. The current lot is a through lot which extends 741 '~. 7TH ST.
from 7th Street all the way to T.H. 55. Members of the Planning FAIR-!,IORSTAD
Commission expressed concerns with potential access problems from
the proposed new lot onto River Street. The Planning Commission
Hembers also questioned how much of the lot along Highway 55 would
be taken for the proposed Highway 55 Improvement Project.
Commissioner Folch was in attendance at the meeting at this time.
After further discussion a motion was made by Commissioner Conzemius,
seconded by Cc~missioner Voelker, to order that the Public Hearing
for this matter be held on February g, 1987 at 7:30 p.m. Upon vote
take, Ayes, 8; Nayes, O.
Planning Director Harmening discussed matters pertaining to LAND USE AND
commercial property available in the city. Harmening also discussed ZONING-
potential zoning and land use designations for the T.H. 316 and 61
area. It was suggested as one alternative that the property
currently zoned commercial by Harshan Township be shown as
commercial on the city's land use map with proposed land uses to be
highway orientated (motels, hotels, gas stations, restaurants, car
dealerships, etc.,) but that the property be zoned by the city as
Agricultural until such time as development proposals are brought
to the city. Harmening also discussed the possibility of medium
density to high density residential land use and zoning along T.H.
316.

AREA-T.H. 316
AND 61
Hubert Schnider representing 1600 Buidling Corporation (Knights
of Columbus) expressed an interest in commercial zoning in the T.H.
316 and 61 area. Schnider also indicated that a highway orientated
commercial zone would be acceptable.
~armening also discussed other matters pertaining fo residential
zoning in the T.H. 316 and ~1 area. Harmening also discussed the
comp plan amendment procedure.
No further action was taken by the Planning Commission on this
matter.
Chairman Simacek appointed a committee consisting of Sue Dredge,
Joan Voelker, Edith Kaiser, John Anderson and Peter Folch to study
matters pertaining to parking requirements in the City of Hastings.
Sue Dredge was named Ch airman of th is committee.

REQUIREMENTS
Planning Director Harmening discussed with the Planning
Commission matters pertaining to the proposed Hobile Home Park
Ordinance. Harmening indicated he had met with ~illis Olson
and had discussed matters pertaining to Hastings Mobile Home
Terrace. Harmening also updated the Planning Commission on recent
City Council actions.

A motion was made by Commissioner Kaiser, seconded by
Commissioner Folch, to nominate Mike Simacek as Chairman.

Motion was made by Commissioner Voelker to nominate Peter Folch
as Chairman. Motion died for lack of a second.
Motion was made by Commissioner Ditty,
Kaiser, to close nominations for Chairman.

Upon vote taken, Ayes, 7~
Votes were done at this time by raised hands. The tally showed
5 votes for Commissioner Simacek and 2 votes against Commissioner
Simacek. Commissioner Simacek abstained from voting. Commissioner
Simacek was then appointed the Planning Commission Chairman.
Motion was made by Commissioner Kaiser, seconded by Commissioner
Dredge, to nominate Peter Folch as the Vice-Chairman.
Hotion was made by Commissioner Folch, seconded by Commissioner
Anderson, to nominate Edith Kaiser as Vice-Chairman.
~otion was made by Commissioner Dredge, seconded by Commissioner
Conzemius, to close the nominations for Vice-Chairman. !]pon vote taken,
Ayes, 8; Nayes, None.
Votes were done at this time by raised hands. The tally showed four
votes for Peter Folch and 3 votes for Commissioner Kaiser. Chairman Simacek
abstained from voting. Peter Folch was then appointed as Vice-Chairman
of the Planning Commission.
