HIX!IITES Planning Director Harrnaning indicaked that ~,ar;< '1orated and l_esPer Fair :,;ere requesting approval of a ~inor Subdivision of a piec~ of property located at the corner of :~Ie~t 7th Stree~ ?, River Street. The property in question currently extends fr~ 7th Street to T.H. 55 and contains a house and garage on the n)rtherly portion of the Io~?. The applicants are requesting a !!inet Subdivision to al Io~ the parcel t~ be apl it into two Iot~ such that the house and ~lc~rage are located on one lot ~'~ii-h the second lot remeininR vacant. Upon review ~]H/~©T indicated I-hat in addition to the existin3 20 foot perqanent easai~mnt a 10 foot temporary construction easement ~ould 5e required for th:~ proposed vacant lot along Highway 55. Blush indicated he felt the proposed lot ~vas no place for a duplex due to the excessive traffic and congestion on River Streak and Highway 55. ~la. Fern !!jolsness, 750 ~'iest 7th Street-!is. 'ljolsness indicated that River Stria, et was far to conges~]d and had ta much traffic right 3ecause of th~, traffic and con!~ention she felt no additional develop'~nt should be permitted on River Streel-. There being no further comments fro,a the audience Chairman Simacek closed the public h~,aring at 7:37 p.m. i~embers of the Planning Commission discussed items pertaining to the requesF which included questions on tho proposed ',,~idth of River Street after the 1937 construc'kion project. 'layer Stoffel was in attendance and commented on arevious zoning requests which had come before the city for properties located along Highway 55. Stoffel indicated that the proposed ~linor Subdiviaion si~ould possibly be held over until the highway is constructed. After discussion a :~otion was made by Commissioner Stevens, seconded by Commissioner Kaiser, to table tho requested itinor Subdivision until the next ;~aeting of the Planning Commission such that staff could further study and report back ta the Planning Commission on lots which ,,~xist along the north side of Highway 55. Tom ~1ontg~nery, Assistant City Engineer reviewed with the Planning Cc~lmission the proposed 1987 Street and Utility Improw~,r, mnts. The estimated ?otal cost for all o~ the proposed 19S7 Improvements is S1,104,252.10. The Planning Commission discussed general matters pertaining to the projects and acknowledged receipt of the report. Planning Director Harn~ning reviewed wihh the Planning Com*,lission OR~2 aIJSLIC an ordinance which would regulate garage sales and signs pertaining to H~&RItIG-GARAGE garage sales. Har',~ening indicated that enforcement of the ordinance SALE OROI,IA!~C~ may be difficult. After discussion a mohion was made by Comaissioner Voelker, seconded by Canmissioner ',(aisor, to order that the public he~;ring for this matter be held on February 23, 1937 at 7:3D p.m. Upon vote taken, Ayes, 6~ 'layes, O. Planning Director Harmening revi?~ed with the Planning Commission ~IAqUFAOTU~ED the 3th draft of the ',lanufactured Home ?ark Ordinance. Harn~ning HO!~E PARt( discussed language which had bean added to the draft which addressed -i-he OR")INA~!CF_ existing manufactured horns park. Specifical ly, Harrnening discussed with the Planning Commission the proposed languaF~e in the ordinance which dealt with the Willis Olean t~obile Hone Park. In general the Planning Commission r~ade the fei lowing comments: The Planning Commission uas generally of the opinion that hha Willis O lson Habile Home Par!; should be phased out over a period of tim'.',. The Planning Commission recognized that tbs ?Ii I lis Ol son l~ooile Home Park was all ready nonconforming, from a zoning district perspective, and that the language in the proposed ordinance only confirmed what all ready existed. Th,~ Planning ~omrnission w~s '~il I inO to consider possibly allotting tile travel trailers in the pari~ to be r~pl by new travel trailers but that no further expansion of the travel trailer lots ~ould be accomodatad. The Planning Commission requested information ~rom the Planning Director on the potential of placine ti,ne limits on which the park should be phased out. The Planning Director also discussed with the Planning Com:nission the lot depth requirements currently included in the proposed ordinance. The Planning Ca, mission Renerally ~ound that lot depth requirements ~ere not necessary if lot width and area r~quiraments were all ready in place. '~o further action was taken on this r~at~er. A motion was made by Commissioner Oradga, seconded by ~,anmissioner Kaiser, to order that the required ~ubfic Hearing ~or the qomprehensive Plan Amendment for ~iae T.H. 318 annexation be held on February 23~ Igs7 at 7:3g p.m. Upon vote taken, Ayes, S; '~ayes, g. Harmening indicated that t~?o of the cities contacted Lr:!lg~! use density considerations when excessive cul-de-sac lengths are nnoposed. The Planning Caamission felt the density idea had merit and suggested that staff continue to ',~ork on this idea. Ho further action was taken. P~rking Committee Chairman ")redqe informed th~.
