HomeMy WebLinkAbout03/24/87HASTINGS PLANNING COMMISSION March 24, 1987 The regular meeting of the Hastings Planning Commission was called to order at 7:30 P.M. Members Present: Commissioners Anderson, Dredge, Kaiser, Voetker, Conzemius, and Acting Chairman Folch. Members Absent: Commissioners Ditty ,Simacek and Stevens. Staff Present: Planning Director Harmening and Planning Intern Czech. Commissioner Dredge moved, seconded by Commissioner Kaiser to approve the .Monday, March 9, 1987 minutes. Upon vote taken, Ayes 6; Nayes, O. MINUTES Planning Director Harmening briefly summarized the request which was being made by Mr. & Mrs. Bruce Hanson. In this case the Hansons are requesting approval of a side and front yard setback on their property located at 823 !Jest 7th Street. VARIANCE REQUEST - 823 W. 7TH ST. BRUCE HANSON Mr. & Mrs. Hanson were in attendance and presented a petition signed by neighborhood residents along with a letter from Lawrence Evans, 815 West 7th Street, indicating their approval of the proposed additions. Mr. Hanson indicated that the proposed additions were the most feasible way of expanding their 100+ year old home. In addition, both ~4r. & Mrs. Hanson felt that the proposed additions would "dress up" their home. The Planning C~mmission discussed in length the proposed variance request. After discussion a motion was made by Commissioner Dredge, seconded by C~mmissioner Kaiser to recommend denial of the variance request due to concerns that this proposal would increase a non-conforming structure and due to the fact that the request did not meet the requirements for the granting of a variance. Upon vote taken, Ayes,4;Nayes, Anderson and Conzemius. Planning Director Harmening briefly summarized the request being made by Hastings Construction. In this case Hastings Construction is requesting approval of a final plat for Dakota View First Addition. FINAL Pr. AT-DAKOTA VIEW 1ST ADDITION ~ HASTINGS CONSTRUCTION Cory Gustafson from Hastings Construction was present and mentioned that he had cooperated with staff in making the proposal workable. The Planning Commission discussed in length the proposed final plat. After discussion a motion was made by Commissioner Kaiser, seconded by Commissioner Anderson to recommend approval of the final plat subject to the Mayor and City Administrator being authorized to enter into a development agreement w~th the developer to take into consideration, but not limited to, those items which were brought forward as a part of the preliminary plat, final plat, and rezoning process. These items include but again are not limited to: A. That Erickson Drive be improved in 1987, at the developers expense, to at least a gravel condition acceptable to the City of Hastings. That at such time Outlots A & B are platted the developer shall install sidewalk, at the developers expense, along Erickson Drive and 15th Street. That the developer shall install in 1987, at the developers expense, a bituminous wall<way between Tierney Drive and the Ponding ~asin in the area designated as a park. That the developer convey to the City of Hastings an emergency vehicle access easement along the common lot line of Lots 8 & 9, ~lock 2. Upon vote taken, Ayes, 6; Nayes, O. Commissioner Dredge briefly explained the situation explaining that the committee has not reached any conclusions and will meet again. PARKING COMMITTEE REPORT Commissioner Voelker asked about City Council actions and Planning Director Harmening briefly explained the Councils actions. OTHER BUSINESS Moved by Commissioner Dredge, seconded by Commissioner Anderson to adjourn the meeting at 8:30 p.m. Upon vote taken, Ayes,6; Nayes,O. ADJOURNMENT
