April 13, 1987
The regular meeting of the Hastings Planning Commisslon was called to order at 7:30
p.m.
Members Present: Commissioners Ditty, Stevens, Dredge, Folch, Kaiser, Conzemius
Anderson, Voelker and Chairman Simacek.
Members Absent: None.
Staff Present: Planning Director Harm~ning.
A motion was made by Cc~missioner Kalser, seconded by
Commissioner Folch, to approve the Monday, March 24, 1987
minutes. Upon vote taken, Ayes,9~ Noyes, O.
MINUTES
Chairman Simacek opened the Planning Commissions public hearing
regarding the Downtown Master Plan. Bill Wendler, Chairman of
the HRA opened the HRA's meeting and the public hearing regarding
the Hastings Downtown Master Plan.

John Grossman, Executive Director of the HRA, briefly reviewed the
intent of the Downtown Master Plan. No ccmmonts were received from
the audience regarding the Downtown Master Plan. Members of the
Planning Commission and HRA discussed various items contained
within the plan including development along the Mississippi River,
zoning, and parking.
There being no further commonts Chairman Simacek closed the public
hearing at 7:50 p.m. Bill Wendler, Chairman of the HRA closed the
HRA's public hearing at 7:50 p.m. and adjourned the HRA meeting.
After discussion a motion was made by Con,missioner Kaiser, seconded
by Commissioner Folch to send the Downtown Master Plan to the
City Council with a recommendation that the City Council adopt the
Plan. Upon vote taken, Ayes, 9; Nayes, O.
Planning Director Harmening indicated that the Humberts were
requesting a 7.5' corner side setback variance to Section 10.23
of the Zoning Ordinance such that a living addition may be made
to an existing single family home at 1000 Walnut Street.
Dick Fuchs, representing the Humberts, was in attendance and
discussed with the Planning Commission the proposed variance
request. Mr. Fuchs indicated that, among other things, the
variance should be granted due to the fact that the existing
street was located within the north half of the lOth Street right of
way. Therefore, there was considerable space between the street
and the property line which would serve as buffer. Mr. Fuchs also
indicated that it was not fair to discriminate against the
Humberts as other homes In the area were built close to the loth
Street right of way line.

The Planning Commission discussed in length the proposed variance
request.
After discussion a motion was made by Commissioner Folch, seconded
by Commissioner Anderson to recommend denial of the variance
request due to the following reasons:
The use of undeveloped right of way as justlfication for the
granting of a variance is Inappropriate as the right of way
may later be used for utility purposes, sidewalks, street
purposes, snow storage, etc.
Approval of the proposed variance request would set a poor
presedent which may later induce the city to approve
requests for setback variances along loth St.
As a general rule, a 2.5' setback to a street right of way
llne is not adequate In terms of protecting a home from
activities and infrastructure wlthin the right of way.
D. The applicant has not demonstrated that the criteria for the
granting of variances have been met.
Upon vote taken, Ayes, 8; Nayes,O; Commissioner Ditty abstained.
Planning Director Harmening indicated that Profile Extrusions
has proposed an expansion to their existing plant at 800 E. lOth
Street. The property in question Is zoned I-2 General Industry.
Harmentng reviewed with the Planning Commission the site plan
pertaining to the proposed 24,000 sq. ft. expansion. According
to the applicant the proposed expansion is being made primarily
for truck docking warehouse/storage purposes although the space
may later be converted to accomodate some manufacturing uses.
A representative of Profile Extrusions was in attendance and
provided elevation drawings of the proposed expansion. Harmening
did discuss with the Planning Commission matters pertaining to
the proposed off street parking on the site.
Harmening also Indicated that formal site plan approval from the
Planning Commission was not required for this matter. Staffs
understanding regarding proposed development within the city's
Industrial Parks is that unless a variance, rezoning, special
use permit or other special approval is required for the proposal,
staff has the authority to approve site plans and issue building
permits. Apparently the City Council adopted this policy sometime
ago to facilitate development within the city's Industrial Parks.
The Planning Commission expressed general approval of the proposed
development. No further action was taken.
PROFILE EXTRUSIONS-
REVIEW EXPANSION

Motion was made by Commissioner Kaiser, seconded by Commissioner
Voelker, to order that a public hearing be held at 7:30 p.m.
on April 27, t987 regarding the proposed preliminary/final plat
for Pleasant Valley 3rd Addition. Upon vote taken, Ayes, 9~
Nayes, O.
Motion was made by Commissioner Anderson, seconded by
Commissioner Folch, to order that a public hearing be held
at 7:30 p.m. on April 27, 1987 for the purpose of reviewing
the city's proposed Manufactured Home Park Ordinance. Upon
vote taken, Ayes, 9; Nayes, O.
Planning Director Harmening updated the Planning Commission
on recent City Council actions.
Commissioner Oredge indicated that the Parking Committee
would be bringing forth to the full Planning Commission
recommendations regarding off street parking.
Motion was made by Commissioner Anderson, seconded by
Commissioner Folch to adjourn the Planning Commission
meeting at 8:45 p.m. Upon vote taken, Ayes, g; Nayes, O.
