HomeMy WebLinkAbout05/11/87 HASTINGS PLANNING COMMISSION May 11, 1987 The regular meeting of the Hastings Planning Commission was called to order at 7:30 p.m. Members Present: Commissioners Folch, Kaiser, Conzemius, Anderson, Voelker, and Chairman Simacek. Members Absent: Commissioners Ditty, Stevens and Dredge. Staff Present: Planning Director Harmening A motion was made by Commissioner Kaiser, seconded by Commissioner Folch to approve the April 27, 1987 minutes with the following corrections: A. The third paragraph from the bottom on page 2 is corrected to indicate that the first motion was made and seconded by Commissioner Folch and Ditty with the second motion in the paragraph made and seconded by Commissioner Stevens and Kaiser. MINUTES Be An addition be made to the second paragraph from the top on page 7 under "Parking Committee Report" to include a sentence which states that "staff was to investigate the potential effects the changing of a net square foot to a gross square foot parking calculation may have on the rest of the parking ordinance. Upon vote taken, ayes, 6; hayes, O. The Chairman opened the public hearing at 7:37 p.m. Planning Director Harmening briefly reviewed the proposal made by Ron Becker. In this case Mr. Becker was requesting a special use permit to allow the operation of a new car dealership at the old "Weber Ford" building located at the intersection of Trunk Highway 316 and 61. Harmening reviewed matters pertaining to zoning, zonlng code requirements, previous use of the property, parking lot issues, lighting, etc. Harmening did note that Section 10.07, Subdivision 8 of the City Code requires that a concrete curb and gutter be provided to separate the property from the right of way. Harmening noted the parking lot on the subject property currently does not contain curb and gutter but did add that curb and gutter was apparently not required for a new car dealership which was recently located in the same area. PUBLIC HEARING- SPECIAL USE PE~IT- NEW CAR DEALERSHIP AT HWY 61 & HWY 316 RON BECKER There being no further comments from the audience the Chairman closed the public hearing at 7:43 p.m. The Planning Commission discussed in length matters pertaining to the curb and gutter question. It was the general feeling of the Planning Commission that it would be difficult to require curb and gutter under the proposed dealership if the city had not required it for previous dealerships on the site as well as for a new dealership which recently located in the same area. After discussion a motion was made by Commissioner Anderson, seconded by Commissioner Kaiser, to recommend that the City Council approve the special use permit subject to the applicant complying with the requirements of Section 10.07, Subdivision 8 of the City Code, with the exception of paragraph G which relates to the curb and gutter requirement. Furthermore the applicant was to comply with all applicable sign regulations. Upon vote taken, Ayes, 6; Nayes, O. Planning Director Harmening indicated that the Guardian Angels Catholic Church was requesting approval of a site plan and front and corner side setback variances to allow an addition to be made to the church which is located at 216 E. 4th Street. Harmening indicated that the applicant was proposing to construct an addition along the north, west and northwest side of the existing facility. The addition along 4th & Ramsey Street would exq'end to within 10 feet of the right of way which happens to be the same setback as the existing structure. To accomodate this proposal a 15 foot setback variance would be required along 4th Street with a 5 foot setback variance along Ramsey Street. Harmening reviewed other matters pertaining to the proposal including the existing conditions, requirements for the granting of variances, zoning, parking, building elevations, etc. After discussion a motion was made by Commissioner Kaiser, and seconded by Ccmmissioner Conzemius, to recommend approval of the site plan and variance request based upon the special conditions and circumstances associated with this case which are: A. The proposed setbacks will not cause site line problems at the intersection of 4th St. & Ramsey St. due to the fact that Ramsey Street is a one way street traveling south. B. The proposed and existing structure is not residential in nature, therefore the usual health and safety concerns with respect to homes are not as prevelent. Approval of the site plan was subject to the structure and accessory items such as landscaping, etc. be completed pursuant to the approved site plan. Upon request for occupancy of the addition all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirement contained in the site plan review provisions of the city zoning ordinance (Section 10.24). Upon vote taken, Ayes, 6; Nayes, O. A motion was made by Commissioner Conzemius, seconded by Commissioner Voelker, to order that a public hearing be held for the next Planning Commission meeting regarding the replatting of a portion of Highland Hills 2nd Addition. The name of the proposed new plat would be Highland Hills 4th Addition. Upon vote taken, Ayes, 6; Nayes, O. SITE FI_AN/VARIANCE REQUEST-GUARDIAN ANGELS CAI~IOLIC Q~URCH ORDER PUBLIC HEARING REPLAT OF A PORTION OF HIGHLAND HILLS 2ND ADDITION A motion was made by Commissioner Anderson, seconded by Commissioner Kaiser, to order that the next Planning Commission meeting be held at 5:30 p.m. on Tuesday May 26, 1987 due to Memorial Day falling on the regularly scheduled Planning Commission meeting date. Upon vote taken, Ayes, 6; Nayes, O. Planning Director Harmening updated the Planning Commission on recent City Council actions. There being no further business a motion was made by Commissioner Folch, seconded by Commissioner Anderson, to adjourn the Planning Commission meeting at 8:00 p.m. Upon vote taken, Ayes, 6; Nayes, O.
