HomeMy WebLinkAbout06/22/87HASTINGS PLANNING COMMISSION JUNE 22, 1987 The regular meeting of the Hastings Planning Commission was called to order at 7:30 p.m. Members Present: Commissioners Ditty, Stevens, Dredge, Folch, Kaiser, Conzemius, Voelker, and Chairman Si macek. Members Absent: Commissioner Anderson. Staff Present: Planning Director, Thomas Harmening and Planning Intern, Steve Bjork. A motion was made by Commissioner Kaiser, seconded by Commissioner Dredge to approve the June 8, 1987 Planning Commission minutes. Upon votes taken, Ayes, 8; Nayes, O. MINUTES Planning Director Harmening indicated that Dakota County was requesting approval of a site plan for Phase II of the proposed Dakota County Government Center expansion project. Representatives of Dakota County which were in attendance included Michael Cox, Gary Erickson, Ken Harrington and Bob Frigaard. SITE PLAN- DAKOTA COUNTY GOVERnmENT CENTER COURTS ADDITION Planning Director Harmening indicated that Phase I included the construction of the Law Enforcement Center, expansion of public parking, connection of the loading area drive to 4th Street and raising of the existing Ponding area berm. Site Plan approval was given for Phase I in August of 1986 and construction is now underway. Phase II, which received concept approval in August of 1986, consists of the addition of six court rooms and associated offices and the construction of shell space for six future court rooms. Phase II does not include the expansion of the parking area to the north of the existing west parking lot but instead proposes a 175 car staff parking lot to the east of the Government Building. Phase II also includes the construction of handicapped and short term parking on the west side of the courts addition. Harmentng indicated the only substantive change from the the concept review of last year pertained to the proposed parking area on the east side of the Government Center. It appeared a primary reason for the proposed east side parking was to provide staff with a closer and more convenient parking lot. Items which Harmening discussed with the Planning Commission included the proposed overall parking layout, the east parking lot and related traffic, storm water and drainage, proposed filling and berming, utilities, erosion control, landscaping and lighting. Representatives of the County discussed in length the items brought forward by Harmening and questions raised by the Planning Ccmmission. Specific attention was given to the traffic impacts on 4th Street and drainage issues. Bob Frigaard, Engineer for the County, provided indepth information on the drainage calculations which he had made. It appears the proposed modifications to the existing pond will be adequate to handle all drainage needs. In addition, 4th Street will be also capable of handling drainage needs. Mike Cox, Architect for the County, indicated that the grading and elevation for the east parking lot had changed due to the lack of necessary fill to raise the parking lot as originally proposed. Mr. Cox provided new parking lot elevation drawings to the Planning Commission for their review. It appears the new parking lot will not be elevated as high as the proposed original parking lot and should be more compatible with the area. Mr. O, ox also illus~ra+ed proposed ~erm~n~ and landscap~n~ along the parking lot to insure adequate screening from the residential area to the east. After considerable discussion and questioning by the Planning Commission a motion was made by Commissioner Folch, seconded by Commissioner Dredge to recommend approval of the proposed site plan for the Phase II Courts addition subject to the following: A. Approval of the drainage and grading plan and calculations by the City Engineer. Implementation of erosion control and turf establishment measures where needed. C. The County should consider improving the landscaping and planting plan for the development. D. The east parking lots should be used for staff purposes only. That the County provide the Fire Marshall with sprinkler plans when they become available. In addition, the County shall work with the City Utili~y Department regarding the tapping and extension of watermains. F. Provide upgraded grading and screening plan for the east parking lot. Upon vote taken Ayes, 8; Nayes, O. Planning Director Harmening indicated that Ms. Westvik was requesting a Home Occupation Permit to allow her to operate a plant design and maintenance business at 1033 Westview Drive. The applicant indicated that in addition to the plant design and maintenance she will also be involved in plant sitting, transplanting, and general care. Harmening indicated the operation would take place off of the dining room on a separate table. According to Westvik's application the home has a size of 1200 square feet. Therefore, the proposed 5 square foot work space falls under the 25% floor area maximum. Harmening indicated that the location of the home was in an R-3 zone and was located in a duplex. Harmening indicated that City Code allowed home occupations in R-3 zones either in single family homes or duplexes. The Planning Commission discussed matters pertaining to parking needs for the home occupation. Westvik indicated that she will not have people c~ming to her home but may bring plants home on occassion. Harmening further indicated that Westvik received a copy of the City's Home Occupation Standards. HOME OCO]PATION PEI~IlT-PLANT DESIGN & MAINTENANCE SERVICE 1033 WEST~ I EW DR. VALERIE WES~ IK After discussion a motion was made by Commissioner Conzemius, seconded by Cc~missioner Kaiser, to recommend approval of the proposed Home Occupation subject to Wes~ik complying with all Home Occupation Standards. Ayes, 8; Nayes, O. Commissioner Kaiser provided an update to the Planning Commissien on the recent work undertaken by the Home Occupation Committee. Motion was made by Commissioner Kaiser, seconded by Commissioner Voelker, to order a public hearing if necessary for the Planning Commissions July 13, 1987 Planning Commission meeting for a potential Special User Permit for an expansion to the Davies pit which is located along east lOth Street. Upon vote taken, Ayes, 8; Nayes, O. Motion was made by Commissioner Kaiser, seconded by Commissioner Voelker to order a public hearing, if necessary, for the Planning Com~issions July 13, 1987 meeting for a minor subdivision pertaining Lots 8 & 9, Block 2, Williams 1st Addition. Upon vote taken, Ayes, 8; Nayes, O. Motion was made by Ccmmissioner Folch, seconded by C0mmissioner Kaiser, to adjourn the meeting at 8:30 p.m. Upon vote taken, Ayes, 8; Nayes, O.
