HomeMy WebLinkAbout10/12/87HASTINGS PLANNING COMMISSION October 12, 1987 The regular meeting of the Hastings Planning Commission was called to order at 7:30 p.m. Members Present: Members Absent: Commissioners Anderson, Kaiser, Dredge, Simacek, Folch, Conzemius, Voelker, Ditty (Commissioner Ditty arrived at 8:10 p.m.) Commissioner Stevens Staff Present: Planning Director Tom Harmening and Assistant Planner Steve Bjork A motion was made by Commissioner Kaiser, seconded by Commissioner Anderson to approve the September 28, 1987 Planning C~mmission minutes. Upon vote taken, Ayes, 7; Nayes, None. MINUTES Chairman Simacek opened the public hearing at 7:31 p.m. for the preliminary/final plat of Riverwood 3rd Addition. There being no comments from the audience, the public hearing was than closed at 7:32 p.m. After discussion, a motion was made by Commissioner Dredge, seconded by Cc~unissioner Kaiser to approve the preliminary/ final plat of Riverwood 3rd Addition. Upon vote taken, Ayes, 7; Nayes, None. PUBLIC HEARING- RIVERWOOD 3RD ADDITION PLAT ADVANCED HOMES Chairman Simacek opeD~d discussion on the site SITE PLAN REVIEW Plan Review of an 8 ~nit condominium in Riverwood 8 UNIT CONDO- 3rd Addition. After discussion, a motion was RIVERWOOD 3RD made by Co~unissioner Anderson seconded by ADDITION Commissioner Kaiser to approve the site plan for ADVANCED HOMES the 8 unit condominium subject to the following conditions: That a revised landscaping plan be submitted and approved by city staff illustrating the following: a. Size and species type b. Improved screening/landscaping along the south property line and also adjacent to the parking lot abutting the street. Provide information on outside lighting provisions. Outside lighting should not be obtrusive to adjacent residential areas. Provide revised site plan for staff approval which illustrates the size, location and elevation of water and sewer services. 4. Building locations to be staked by a surveyor for construction purposes. That the applicant be aware that a 14" city watermain is located in the 20 foot utility and drainage easement located along the south property line. That the lowest floor elevation of the condo building be constructed at an elevation such that it will be protected from the projected high water level in the adjacent drainage swale and also from the 100 year flood plain elevation of the Vermillion River. That the structure and accessory items such as the parking lot, landscaping, etc. be completed pursuant to the approved site plan. Upon request for occupancy of the building all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirement contained in the site plan review provisions of the City Zoning Ordinace (Section 10.24). That the NRRC review matters pertaining to the need for the applicant to install previously required walkways within the Riverwood 1st and 2nd Addition Plat. The Planning Cc~mmission discussed the possibility HOME OCCUPATION of implementing a waiver process to the Home WAIVER PROCESS Occupation Standards. After discussion, a motion was made by Commissioner Folch seconded by Commissioner Kaiser to order a public hearing for October 26, 1987. Upon vote taken, Ayes,7;Nayes, None. The Planning Commission briefly discussed the clarification of the corner lot setback ordinance that was established in 1984. Mo action was taken. SETBACK ORDINANCE A motion was made by Commissioner Anderson, seconded by Cc~mmissioner Kaiser requesting the City Council to consider reducing the number of Planning Cc~amission members from 9 to 7. Upon vote taken, Ayes, 4; Nayes, 3; Commissioner Voelker abstained. REDUCE THE NUMBER OF COMMISSION MEMBERS There being no further business, a motion was made by Co~/~issioner Conzemius, seconded by Commissioner Folch to adjourn the meeting at 8:15 p.m. Upon vote taken, Ayes, 8; Nayes, None.
