T~R~ regular meeting of tile Hastings Planning Commmsslon was called to
order at 7:30 p.m.
Member% Present: Commissioners Kaiser, Dredge, Ditty, Voelker and
Acting Chair Folch.
Members Absent: Commissioners Simacek, Anderson, Conzemius.
A motion was made by Commissioner Kaiser, seconded
by C~umissioner Dredge to approve the November 9,
1987 Planning Commission minutes. Upon vote taken,
Ayes, 5; Nayes, 0.

Acting Chair Folch opened the puolic hearing at
7:33 p.m. regarding the zoning lots Lots 2-14,
Bernard Acres. The city is proposing that this
land be zoned R-2, Hedium Density Residence.

whether or not this zoning includes Windy Acres.
There being no [aore comments from the audience, the
public hearing was closed at 7:36 p.m. After discussion
a motion was made by Commissioner Xaiser, seconded by
Co~mnissioner Ditty to zone Lots 2-14, Bernard Acres as
R-2, Medium Density Residence. Upon vote taken, Ayes,5;
Nayes, 0.
Acting Chair Folch opened the public hearing at 7:38
P.M. to consider an amendment to the Zoning Ordinance
to allow short term residential emergency shelters
in the R-2 zone by Special Use Permit.

Comments from the audience -
Clara Rother, 523 Ramsey- stated that she opposes a
shelter opening up in the St. Elizabeth Ann Seton
Church facility.
tfayor Stoffel - stated that Hastings needs a facility
of this type.
Doug Genter - explained the concept of the shelter.
There being no further c~nments from the audience, the
public hearing was closed at 7:58 p.m. After discussion
a motion was made by Commissioner Kaiser, seconded by
Commissioner Dredge to recommend approval sSuject to
the following criteria:
1. Residents shall be less than 18 years of age.
Resident shall not reside in shelter for more than 30
consecutive days.
3. T~o signage allowed.
Outside lighting shall he unobtrusive and of a type
normally associated with a resi~iential area.
One off-street parking s~pace shall be provided for each
employee ~orking on the maximk~n shift·
The shelter shall meet all Uniform Building and Uniform
Fire Codes and shall obtain a Certificate of Occupancy
from the city prior to occ uioancy of the building·
7. The shelter shall be licensed by the State of Minnesota
and confor[a with all state requirements.
Due to the transitional nature of areas adjacent to
commercial developments, shelters shall be located not
more than 1,000 feet from a cc~n~nercial zoning district.
The pernit shall be reviewed annually by the Planning
Co~mnission and Board of Zoning Adjustment and Appeals
to deter~nine compliance with the conditions of per[nit
approval. Property owners within 350 feet of the shelter
shall be given I0 days mailed notice of the Planning
Cc~nission meeting during -.~nich the permit will be revie~ed.
10. Compliance with the general conditions for Special Use
Permits as outlined in Section 2.04, Subd. 5, Subsection35.
11. Compliance with other conditions as deemed appropriate
by the Board of Zoning Adjustments and Appeals.
12. A shelter shall not be located less than 1,320 from another shelter.
Definition
Short Term Residential Emergency Shelter means a state licensed facility
designated for time-limited emergency placements for persons less than 18
years of age which provides care and supervision on a 24 hour basis for
periods not exceeding 30 consecutive days.
The motion also directed staff to develop terminology regarding;
1) additional off street parking
2) allow extensions in certain situations
3) spacing of these facilities throughout the city.
Upon vote taken, Ayes, 4; Nayes, Commissioner Voel'.{er.
A motion ~as made by Commissioner ~Ditty, seconded
by Commissioner Kaiser to approve the site plan
and a 1 stall parking variance for the Norwest
Bank addition subject to Norwest restripping the
south parking area to a 90 · angle this coining Spring
which ~ill result in 3 additional parking spaces.
The reason for approving the variance was due to
the special conditions and circu[nstances associated
with this case due to the existing drive up facility
which reduces the parking needs on the site.
Upon vote taken, Ayes, 5; Nayes,0.
A motion was made by Commissioner Dredge, seconded
by Commissioner Kaiser to table any action dealing
with the Home Occupation Waiver until its next
meeting and to invite ~4irella Haurus te the meeting
to discuss her home occu?ltion situation.
Upon vote taken, Ayes, 5; Nayes, 0.
Planning Director Harmening informed the Commission
that intervie~,~s for the new Co~%mission members will
begin in a few weeks.
There being no further business, a motion was made
by Co~mnissioner Dredge, seconded by Commissioner
Voelker to adjourn at 9:20 p.m. Upon vote taken,
Ayes, 5; Wayes, 0.
