December 14, 1987
The regular meeting of the Hastings Planning Commission was called to
order at 7:30 P.M.
Members Present: Co~missioners Folch, Kaiser, Anderson, Voelker and
Chairman Simacek.
Members Absent: Commissioners Ditty, Dredge and Conzemius.
A motion was made by Anderson, seconded by Kaiser
to approve the 11/23/87 Planning Commission minutes
with an addition to note that under "other business"
it should be noted that Commissioner Folch had informed
the Commission that under his interpretation of Roberts
Rules, the Voelker Committee which had been appointed to
study a parking issue, had been improperly established.
Upon vote taken, Ayes, 5; Nayes, 0.
MINUTES
Planning Director Harmening noted that Gerald Reuter
was requesting approval of a home occupation permit
to allow him to operate a beauty shop in his home at
1110 W. 2nd Street. Harmening reviewed various matters
pertaining to Reuters application. Mr. Mitchell, 1108 W.
requested a clarification on the city's parking require-
ments for home occupations. Planning Director Harmening
noted that parking needs generated by home occupations
must be met off the street.

After discussion a motion was made by Commissioner Kaiser,
seconded by Commissioner Anderson to recommend approval
of the home occupation subject to Reuter complying with
all home occupation standards including the requirement
that all parking generated by Reuters home occupation
must be met off of the street. Upon vote taken, Ayes, 5;
Nayes, 0.
Planning Director Harmening indicated that Dawn Walker
was requesting approval of a home occupation permit
to allow for the operation of a custom design jewelry
and repair shop in her home at 216 E. 6th St.
Harmening discussed various matters pertaining to the
Walker application including the amount of space used
in the home for the home occupation and parking related
matters. Walker provided a clarification regarding the
amount of space which would be used in her home for the
home occupation activity. Comments which were received
from the audience on this matter included:

Mary Jo Zarbo, 600 Ramsey St. - Ms. Zarbo requested a
clarification on the city's parking requirements for
home occupations. Zarbo indicated that no off street
parking was available for the applicants property.
The Planning Commission discussed with the applicant
matters pertaining to off street parking needs. The
applicant indicated it would be willing to operate the
home occupation without generating customer car traffic.
Commissioner Conzemius entered the meeting at 7:55 P.M.
After discussion, a motion was made by C~nmissioner Anderson,
seconded by Commissioner Conzemius, to recommend approval
of the home occupation subject to the applicant complying with all
home occupation requirements and that due to the lack of
off street parking no customer vehicle traffic can be generated
by the home occupation. Upon vote taken, Ayes, 6; Nayes, 0.
Planning Director Harmening refreshed the Planning
Commissions memory regarding the events which had
transpired pertaining to the Mirella Maurus home
occupation. In this case it appeared that Maurus had
been conducting an upholstery business in her garage
which was in violation of the city's home occupation
standards.

Mirella Maurus was in attendance and indicated that
in fact her business was not operating out of her
garage but that she had just stored some items temporarily
in her garage while she was working on material in her
basement. Maurus indicated that the home occupation was
essentially conducted in her basement.
After discussion, a motion was made by Commissioner
Conzemius, seconded by Commissioner Anderson to recommend
approval of the Mirella Maurus home occupation due to the
fact that she was doing all of the work pertaining to the
home occupation in her basement. Upon vote taken, Ayes,2;
Nayes, Commissioner Folch and Kaiser; C~nmissioners Voelker
and Simacek abstained.
The Planning Commission interviewed prospective
applicants for the Commission. These applicants
included Dennis Zender, 932 W. 15th Street,
Jim Gillis, 1976 Nininger Road and Harold Featherstone,
1803 Featherstone Road. After the interviews the
Planning Commission decided to withhold recommendations
for appointments until further applications had been
received.

Their being no further business a motion was made by
Commissioner Conzemius, seconded by Commissioner Kaiser
to adjourn the meeting at 8:50 P.M. Upon vote taken,
Ayes, 6; Nayes, 0.
