HomeMy WebLinkAbout12/28/87Hastings Planning Commission December 28, 1987 The regular meeting of the Hastings Planning Commission was order at 7:30 P.M. Members Present: Commissioners Ditty, Dredge, Folch, Kaiser, Conzemius, Voelker and Chairman Simacek Members Absent: Commissioner Anderson A motion was made by Commissioner Kaiser, seconded by Commissioner Folch to approve the 12/14/87 Planning Co~mmission Minutes. Upon vote taken, Ayes, 7; Nayes,0. Planning Director Harmening indicated that in March of 1982 the Hastings City Council amended the Zoning Ordinance and Comprehensive Plan to allow heavy equipment operators by special use permit in the agricultural zone subject to certain conditions. Harmening indicated that although the record was unclear, it appeared that a special use permit was intended to be granted to allow Husting & Engstrom to operate their business at 2551 Glendale Road. In addition, in March of 1982 the City Council also approved a well and septic system permit for Husting & Engstrom. Harmening indicated that Husting & Engstrom was now requesting site plan approval for a 23.5 foot by 32 foot office addition tO its existing 9,084 sq.ft, building. With the proposed addition the entire building would have 9,839 sq.ft, which would still be in compliance with a special use permit requirement for heavy equipment operators in the agricultural zone which indicates that no structure can be larger than 10,000 sq.ft. Harmening also indicated that one item which was rather confusing pertained to another special use permit requirement which states that there must be at least five acres of land for each structure. In this case, it appears the Husting & Engstrom operation was approved even though they apparently only have 2.5 acres of land. Harmening also indicated that Husting & Engstroms operation may also be in violation of another special use permit requirement which states that there should be no outside storage. In this case Harmening indicated that there was a large amount of heavy equipment being stored outside. Comments received from the audience included: John Engstrom - Engstrom indicated that he was not sure of the details pertaining to the 2.5 acre issue. Engstrom indicated that there were only two on site employees. Engstrom also indicated that they did store equipment outside during the winter months and that they did not intend on complying with the ordinance at all times. After discussion, a motion was made by Commissioner Dredge, seconded by Commissioner Kaiser to make the following recommendation to the City Council. called to MINUTES SITE PLAN- HUSTING & ENGSTROM, 2551 GLENDALE ROAD As the site plan itself meets all zoning requirements, recommendation is made for approval but the Planning Commission also wishes to point out that the applicant appears to be violating certain special use permit requirements, that the Council be made aware of these apparent violations, and that measures be taken to insure compliance with City Code as a part of the Councils review of the site plan. a Upon vote taken, Ayes, 6; Nayes, Commissioner Folch. A motion was made by Commissioner Kaiser, seconded by Commissioner Voelker to order that a public hearing be held at 7:30 p.m. on 1/11/88 regarding a request for a special use permit which was made by Marathon Mobile Home Sales to allow manufactured home sales within the Three Rivers Mobile Home Park (R-6 Zone). Upon vote taken, Ayes, 7; Nayes, 0. Planning Commission applicants - the Planning Commission indicated that all applicants who have not been interviewed should be invited to the next meeting such that final appointment recommendations can be made to the City Council. Planning Commission reappointments - Harmening indicated that the terms of Sue Dredge, Joan Voelker and Peter Folch expired as of 12/31/87. Dredge, Voelker and Folch indicated an interest in being reappointed to the Planning C~nmission. C. City Council action - Harmening updated the Planning Commission on recent actions taken by the City Council. A motion was made by Commissioner Conzemius, seconded by Commissioner Kaiser to adjourn the Planning Cc~amission meeting at 8:00 P.M. Upon vote taken, Ayes, 8; Nayes, 0.
