HomeMy WebLinkAbout04/11/88HASTINGS PLANNING April 11, 1988 The regular meeting of the Hastings Planning Commission was called to order at 7:35 p.m. :.lembers Present: Commissioners Anderson, Oitty, Featherstone, Dredge, Krook, Zender Acting Chairperson Kaiser. !.1embers Absent: Commissioner Voelker and Chairman Folch. Staff Present: Planning Director Harmening and Planning Intern Wensing. A motion was made by Commissioner Krook, seconded by Commissioner Ditty to approve the March 28, 1985 Planning Commission minutes. Upon vote taken, Ayes 6; Nay.s, O. Commissioner Featherstone abstained from voting. f~INUTES Planning Director Harmening started out the meeting by reviewingPRELIMINARY/FINAL for the Commission the action they took on the motel proposal PLAT, PRIVATE at the March 28, 1988 Commission meeting. At that time, action SERVI CE DRIVE ANr~ on the issue was tabled until '.lnDot had a chance to comment onSITE PLAH-OAKOTA the proposal. Harmening summarized the comments received from HOTEL ADDITION/ ~lnDot which were as follows: SUPER 8 HOTEL Storm Se'wer-~4nOot indicated that the applicant cannot use the storm sewer system in Hwy ,51. The City Engineer discussed this matter with HnDot which resulted in ~4nDots approval of the use of the storm sewer in the Highway. 2. MnDot has indicated that the south entrance to the service drive must not be changed as proposed by the applicant and that the existing north entrance should be widened to 32'. The installation of this access along with a service drive to the motel lot would allow for a secondary access to the motel and future restaurant and also provide for a better right hand turning movement out of the site. After discussion, a motion was made by Commissioner Krook, seconded by Commissioner Ditty to recommend approval of the preliminary/final plat and site plan and private service drive subject to the following: 1. That the final plat illustrating a signature line for the Planning Commission Chairman as well as illustrate the size of each !or in footage. sq ua re e That the applicant provide an entrance up to 32 feet in width in the vicinity of the existing north entrance as well as a service drive from the entrance to the motel site. The final design of the entrance and service drive to be approved by city staff and '~n0ot as applicable. Also, the site plan should be revised to show the street changes. That the existing service drive be resurfaced. Also, it should be made clear that the approval of the use of the service drive to serve the motel or possible future restaurant does not preclude the city from requiring future improvements or changes to the drive when or if the property to the south of the drive is redeveloped. That the structure and accessory items such as the parking lot, landscaping, etc. be completed pursuant to the approved site plan. Upon request for occupancy of the building all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirement contained in the site plan review provisions of the City's Zoning Ordinance (Section 10.24). 6. That the city receive copies of all ease~nents relating to the development. 7. That the applicant implement erosion control measures if deemed necessary Sy the City of Hastings. That all areas within the construction limits shall be sodded except for areas which are covered by buildings, walks, parking areas or other ground cover. The drive from the proposed 32 foot entrance to the motel parking lot will be allowed as a Class 5 gravel drive, with dust control measures implemented as needed, until August 15, 1989 at which time if a formal application has not been submitted to the city for developing Lot 1, the applicant will blacktop the drive. Frost VARIAHCE REQUEST- are requesting a 13' setback variance to allow the construction FRANCK FROST, 796 of a 24' x 24t garage 7' from the alley right of way line VER~ILLID~ STreET rather than 20' as required by city code. The garage is (LOTS 1 & 2, proposed to be located directly adjacent to an existing BLOCI( 53, TO!IN OF 20' x 30' garage. OF HASTINGS) Gary Hughes, representing St. Johns Lutheran Church, explained that the church had no objection to the construction of the garage. After discussion a motion was made by Commissioner Anderson, seconded by Commissioner Krook, to recommend approval of the 13' variance to allo~ a seven foot setback from the alley right of way line due to the fact that special conditions and circu~nstances appear to exist in this case which are peculiar to the land and/or lot in question due to the topographic conditions of the property which are not generally applicable to other lots in the vicinity of the applicants property. Approval of the request is subject to the applicant meeting all building code requirements. Ayes, 7; Nayes, O. Planning Director Harmening indicated that Al Sieben is ORDER PUSLIC HEAR- requesting approval of a preliminary plat called ~irchwood lNG PRELI~IINARY Estates. The location of the property is on !'/est 5th Street PLAT-~IRCHWOO0 ~est of the intersection of 5th & Ash Streets. The plat ESTATES-AL SI~BEN proposes to replata portion of an approved townhouse development called Birchwood Townhomes. After discussion a motion was made by Commissioner ',<rook, seconded by Commissioner Anderson to order that a public hearing for this matter be held on April 25, 1988 at 7:30 a.m. Upon vote tail,n, Ayes, 7; Nayes, O. ' Planning Director Harmening updated the Planning Commission on recent City Council actions. There being no further business a motion was made by Commissioner Krook, seconded by Commissioner Featherstone to adjourn the Planning Commission meeting at 7:55 p.m. IJpon vote taken, Ayes, 7; Nayes, O.
