HomeMy WebLinkAbout06/27/88HASTINGS PLANNING COr4:41SSION June 27, 193g The r~gular meeting of the Hastings Planning Commission was called to order at 7:30 p.m. ~.lembers Present: Commissioners Krook, Kaiser, Anderson, Zender, ¥oelker and Featherstone. l.~embers Absent: Commissioners Ditty, Dredge and Chairman Folch. Staff Present: Planning Director Harmening and Intern '.Vensing A motion was made by Commissioner Krook, seconded by ~INUTES Commissioner Zender to approve the June 13, 1988 Planning Commission minutes. Upon vote taken, Ayes, 6; Nayes, O. Planning Director Harmening opened the meeting by indicating that John Dries, 422 E. 5th Street and Leon Diersen, 418 E. 5th Street are requesting approval of a minor subdivision such that Diersen may convey a narrow strip of his property to John Dries. Apparently, a primary reason for the conveyance is to clear up questions pertaining to lot line locations and the encroachment of a fence owned by Dries on the Diersen property. PUBLIO HEARING- MINOR SUBDIVISION 418 AND 422 E. 5TH ST. DRIES/DIERSEN The location of the property is in an R-2 zone. The Oiersen property will still meet the minimum 50 foot lot width requirement and 7,000 sq. foot lot area requirement. Also, the Diersen home will still meet the required side yard setback from the proposed new lot line. The Dries property is actually considered to be nonconforming as it does not meet the minimum 50' lot width or 7,000 sq. ft. lot area requirement. The proposed minor subdivision will improve on this situation. Acting Chairperson Kaiser opened the public hearing at 7:34 p.m. As no one was in attendance to speak on the issue, acting Chairperson Kaiser closed the public hearing at 7:35 p.m. on this matter After discussion, a motion was made by Commissioner Featherstone seconded by Commissioner Voelker to approve the minor subdivision. Planning Director Harmening indicated to the Planning Commission that the ;.~innesota Municipal Board is expected to vote on the proposed annexation for the 316/61 area on 6/24/88. Assuming the annexation is approved and the effective date is 7/1/88, staff hopes to bring to the Planning Commission the proposed Comp Plan Amendment documents on 7/11/88 requesting that the Planning Commission order the required public hearing for the Commissions 7/25/$8 meeting. AN NEXAT ION/C0!~4 P. F · PLAN A '4_ND:.IENT UPDATE Torn Loucks attended a Planning Commission meeting in ~ay outlining his recommendations for land use in the annexation area. The recommendations provided by ~r. Loucks were based in large part on what staff assumed was up to date land use and zoning classifications as designated by I,larshan Township for the annexation area. Recently, it was brought to staffs attention that in 1983 the Township apparently approved a rezoning and Comp Plan Amendment for a change in the designation of 67 acres of property from Agriculture to Commercial located in the southern portion of the triangle area between Trunk Highway 316 & 61. The apparent zoning and land use change could have an effect on the land use and zoning which staff recommends to the Planning Commission and City Council for the annexation area and in particular the triangle area. Originally, it was suggested to the Planning Commission that most of the 67 acres be designated as a medium density residential area. Staff hopes to meet with the owner of the 67 acres in the near future to ascertain the intentions for development of this area. Planning Director Harmening updated the Planning Commission on the future use of a planning consultant. Informed the Commission on a Jablonski concept plan. Updated the Commission on Council actions. Asked the Commission if it would be interested in meeting with the NRRC at its quarterly meeting. A representative committee of Commissioners Voelker, Zender, Kaiser, and Anderson will be attending the NRRC meeting when they talk about Riverwood. There being no further business a motion was made by Commissioner Krook, seconded by Commissioner Voelker to adjourn the meeting at 7:50 p.m. Upon vote taken, Ayes, 6; Nayes, 9.
