The regular meeting of the Hastings Planning Commission ~vas called to order at 7:30
l!embers Present: Chairman Folch, Commissioners Dredge, ',(aiser, Anderson, !<rook, Voelker,
Zender, Featherstone and Ditty.
Staff Present: Planning Director Harnening, Planning Intern Jorgenson.
A motion was made by Commissioner Kaiser and seconJed by
Commissioner Krook to approve the minutes of 8, August, 1988
as written.

Upon vote taken, Ayes, ;9; Nayes, O. [,Iotion passed.
T~e first item addressed by the Commission was the
reconstruction plan for Oak Ridge ~lanor. Action required by
the city involved the approval of the reconstruction plan,
a density variance to allow for the 139 units proposed,
and a parking variance to allow for the seventy eight (78)
spaces that currently exist on the site.

Planning Director Harmening detailed the proposal to the
Commission. Dra~in9 attention to the area zoning, building
height, setback requirements, parking requirements, and
variance applications. The variance applications are to allow
for the following conditions:
A. In 1978 a parking variance '.vas granted from the required 213
spaces to '31 stalls subject to the requirement that if the
Council finds the need for more parking stalls in the future,
the applicant will add the additional stalls. According to the
site plan, 7,8 spaces exist on the site rather than ~1.
Therefore, it appeared appropriate to grant a variance to have
this discrepancy taken into consideration.
13. In 1977 the city granted a density variance from 109 units
to the then allowed 107 units. Several years ago the R-4
standards were apparently changed such that the site under
todays code could only accomodate ,85 units. Therefore, a
variance is necessary.
Planning Director Harmening continued to outline the proposal,
bringing attention to the fire departments review; which
included a number of comments. A summary o¢ those comments
follow:
1. The blacktop fire lane should be 20 feet in v¢idth.
2. A hydrant should be located in the vicinity of the
Firs Departments connection to the sprinkler system.
3. 8reakaway barricades should be reinstalled at the fire
lanes access to 13th Street.
4. A wall hydrant should be located on the north wing in lieu
of a hydrant.
5. The applicant shall deter~nine the adequacy of the water supply
from Sahls Drive to determine the necessity of an interconnect/
looping with the main on 13th Street.
The Planning Commission began discussion on the proposal.
Present to answer pertinent questions ~ere Harold Olson of
',Vinsor/Faricy project architects, r,lary S. Gabler, Director
of Development, Westminster Corp. and Eileen Evans property
manager of Oak Ridge Hanor. The Commissions expressed concern
over the quality of the building replacement. ~,~s. Gabler stated
the proposed building meets all the requirements of H.U.D. and
is in her opinion, a better facility than previously existed.
\Ir. Olson explained some changes in building appearance and
brought attention to the new location of a ventilation fan
~¥hich had caused some problems in the past. The proposed
location would direct the noise associated with such a fan
away from area residents. Commissioner Dredge expressed concern
over the building cooling system which is to be individual units
rather then the central system that previously existed. !,~s. Gabler
stated air conditioning is no longer an allowable expense under
H.U.O. financing requirements. The Commissioners questioned the
parties on other related issues.
Staff recommendations on this matter were to approve the plans
subject to compliance with the stipulations of the building/
fire departmenfs, approval of the density variance from 85 units
to 109 units and approval of the parking variance.
After some discussion the commission felt Item 5 of the fire
departments comments should be amended to read "The applicant
shall determine the adequacy of the water supply from Sahls Drive
to determine the necessity of an interconnect/looping with the
main on 13th Street with said deter~'nination to be reviewed and
approwad by the City Engineer.
'~'ith this change in place a motion was made by Commissioner Kaiser
to approve the reconstruction plan subject to the conditions outlined
by t~e building and fire departments as amended. The motion was
seconded by Commissioner Krook.
Upon vote taken, Ayes, 9; Nayes, O. ~otion passed.
A motion was made by Commissioner !(aiser and seconded by
Commissioner !(rook to approve the density variance as outlined.
Upon vote taken, Ayes, 9; Nayes, O. ~.totion passed.
A motion was made by Commissioner Krook and seconded by
Commissioner Voelker to approve the parking variance as outlined.
Upon vote taken, Ayes, 9; Nayes, O. Motion passed.
The next item before the Commission was the ordering of public
hearings for the zoning of the ~arshan annexation area.
Planning Director Harmening detailed the zoning guides for the
area and the criteria used in establishing these guides.

The Com~nissionsd discussed a possible time table for the hearings.
They deter~nined that consideration of existing usages ~ould be
appropriate for the initial hearing. They further felt that
consideration of residential areas be addressed first.
A motion was ..made by Commissioner Kaiser and seconded by
Co'~missioner Zender to order a public hearing for the areas
currently being used and guided for residential purposes for
the regular Planning Commission meeting scheduled for
September 12th at 7:30 p.m.
Upon vote taken, Ayes, 9; Nayes, g. !lotion passed.
Planning Director Harmening updated the Commissioners on
City Council actions. End of Updates.

There being no further business a motion was made by Commissioner
Kaiser and seconded by Commissioner Zender to adjourn the meeting.
