Call to Order 7:00 p.m. Present: Commission Chair, Chelsea Piskor, Commissioners: Ben Spader, Dave Pemble, Bruce Karnick, Craig Santelman, Scott Zuzek & Carl Bower. Parks and Recreation Director, Chris Jenkins, Recreation Program Specialist, Paige Marschall Bigler, Hastings Pickleball Club Presenters: Nancy Burt and Steve Black, and Summergate staff. II. Determination of Quorum Quorum Present: 7:7 III. Approval of Minutes Karnick motioned to approve minutes, Pemble seconded the motion Minutes Approved: 7:7 a. Approve minutes of the Parks and Recreation Commission meeting held on March 9, 2021 IV. Heritage Ridge & Siewert Apartment Developments 7:05 p.m. Parks and Recreation Director Chris Jenkins introduced the Park dedication for Siewert Apartments. Com- missioners discussed the site and nearby Depot Park. Karnick motioned to accept cash in lieu of land. Pemble seconded the motion. Motion to approve cash in lieu of land and recommendation to City Council 7:7 V. Determine method of Park Dedication – Summergate Development a. Community Development Director, John Hinzman Jenkins introduced the Park dedication for Summergate. Todd with Summergate spoke about the site, concept plan, and timeline, if approved. Commissioners discussed accessibility to Tuttle Park. Karnick motioned to accept cash in lieu of land. Zuzek seconded the motion. Motion to approve cash in lieu of land and recommendation to Council 7:7 VI. Pickleball Presentation 7:15 p.m. Steve Black and Nancy Burt from Hastings Pickleball Club presented on the growing sport of pickleball and their growing club in Hastings. Black outlined the sport and courts available in Hastings. Presenters shared challenges experienced at Roadside Park. Black and Burt proposed long term and short-term con- siderations for increasing the number of Pickleball courts available. Presenters also shared long term goals for their club including the implementation of programs, leagues, tournaments and more. Their current participation has a roster of 100. Jenkins shared estimates of court reconstruction that is within the Capital Improvement Plan and invited club members to visit our Parks Department to further the conversation and ideas to work toward their goals. VII. Department Updates 7:45 p.m. Commissioner Santelman provided an update on mountain bike trails and the lack of a good site for the trail system in Hastings. Jenkins highlighted the following: • Tierney Trail Project starting in October: full reconstruction of 1,800 feet of trail • Isabel Park Project waiting on consultant proposals • DNR Grant of $240,000 was received for a portion of the Lake Isabel Project • Lake Rebecca Park is still in the running for a funding allocation of a 2 million-dollar LCCMR grant for habitat restoration work. • People Movement Plan was nominated for Leaders in Government Award • Currently working with Hockey organizations on ideas for Capital Improvement projects which would include volunteer work. • Currently working with Hastings Hawks for enhancements of fields and redesign of backstop • Recreation Program Specialist provided a brief overview of summer programming and upcoming events. Commissioner Pemble motioned to adjourn meeting. Commissioner Zuzek seconded the motion. Meeting adjourned: 8:10 p.m. Next Meeting: October 12, 2021 at 7:00pm All times are approximate
