V. APPROVAL OF MINUTES Approve Minutes of the City Council regular meeting on August 16, 2021. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Mayor Fasbender stated comments received have been distributed to all councilmembers and are acknowledged. Hastings residents Angela Zeyen (1772 Dellridge Ct) and Ben Spader (1784 Dellridge Ct) spoke about the impact of the blasting at the Heritage Ridge development site. VII. COUNCIL ITEMS TO BE CONSIDERED VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. Heritage Ridge 3rd Addition a. Resolution No. 09-07-21: Final Plat b. Authorize Signature: Grading Agreement Hinzman discussed the final plat and grading agreement for the Heritage Ridge 3rd Addition, summarized received comments and that the Planning Commission unanimously voted to recommend approval of the final plat. Council discussion about the options for remaining rock removal. City Welcome Signs Councilmember Folch requested this topic be on the agenda and reviewed earlier sign discussion. Wietecha summarized previous City sign replacement and explained the replacement options for the City sign located on Highway 55. Council discussion about options for replacing and relocating sign. Folch, Fox to remove City sign on Highway 55. 5 Ayes, 2 Nays 2. 2021 Budget Amendments Wietecha discussed the proposed budget amendments to the Fire Department and annual street project. Council discussion about the difference between the expected and actual expense for the Fire Study and the previous Fire Study. Folch, Fox to approve as presented. 7 Ayes, 0 Nays 3. COVID-19 & Delta Variant Councilmember Folch requested the topic be on the agenda and reviewed the current status of COVID in Dakota County. Wietecha updated the Council of the safety actions the City and other local governments have taken. He stated that the Council may set a mask policy for visitors. Leifeld, Lund to require that all staff mask while in City buildings and highly encourage guests to mask as well. Council discussion about measures to protect staff and follow county guidelines. Motion withdrawn by Leifeld and Lund. Folch, Leifeld to require the public entering City buildings to wear a mask, following county guidelines for adjustment as situation changes; possible exceptions for athletes in arena. Resolution No. 09-08-21: Approve Preliminary 2022 City Property Tax Levy, Preliminary Budget and Setting Truth in Taxation Hearing Wietecha discussed the proposed preliminary 2022 City property tax levy and budget and recommend the Truth in Taxation hearing be set for December 6, 2021. ADJOURNMENT Next Regular City Council Meeting: Monday, September 20, 2021 7:00 p.m. Announcements • Dakota County has given notice to leave the Great River Rail Commission. • Happy Birthday last week to Councilmember Jen Fox. • We will have a dedication of the mural “Our Growing Diversity, Welcoming the Future” at 7 pm on Thursday, September 9. And thank you to artist Dani Bianchini for this beautiful addition to our community. • The Fire Relief Association’s Booya is Saturday, September 11. • Rotary’s Rivertown Live Concert is Saturday, September 11. • The Minnesota Department of Veterans Affairs marks the 20th anniversary of 9/11 with a Day of Remembrance Ceremony at the state capital on Saturday, September 11.
