HomeMy WebLinkAboutPC Minutes 08-30-2021Hastings Planning Commission August 30, 2021 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Hastings Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, August 30, 2021 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, Matzke, and Teiken Planning Commissioners Absent: Romens, Best, and Peters Staff Present: Community Development Director, John Hinzman and Community Development Intern Timmerman 2. Approval of Minutes – June 28, 2021 Commissioner Teiken motioned for the approval of the June 28, 2021 Regular Meeting’s Minutes as presented. Seconded by Commissioner Halberg. Vote: Ayes 4; Nays 0. Motion approved. PUBLIC HEARINGS OTHER ACTIONS 3. TC Land - Final Plat #2021-33 - Heritage Ridge 3rd Addition. Mr. Hinzman provided a summary of the request by TC Land for the Final Plat of Heritage Ridge 3rd Addition. Steven and Angela Zeyen of 1772 Dellridge Court expressed concerns over the rock blasting activities taking place for the construction of the subdivision. The wording for the disclaimer of aggregate operations in purchase agreements, structural damage, future rock blasting activities, and the developer’s response to resident’s concerns and damage claims were among their concerns discussed. Ben and Shandell Spader of 1784 Dellridge Court also expressed concerns over the rock blasting activities taking place for the construction of the subdivision. Structural damage and the developer’s response to resident’s concerns and damage claims were echoed in their concerns. Commissioner Teiken asked for clarification on the scope of the rock blasting activities and notification and permitting processes of the rock blasting activities. Mr. Hinzman clarified that the concerns being brought up tonight relate to the construction of the subdivision and not the mining operation. The notification process is twofold. Notice of an active mining operation is required for residents moving into the subdivision and the surrounding neighborhood is being notified of blasting activities being performed due to construction of the subdivision. Also, permission for the blasting was granted through the City’s Engineering Department with certain parameters like seismic reading thresholds in place. Commissioner Matzke asked Mr. Hinzman if he knew the extent of the area the contractor intends to continue blasting. Mr. Hinzman responded that the blasting work currently underway by the contractor is for the entirety of the subdivision and that there shouldn’t be any future phases with completion of work slated for next week weather dependent. Commissioner Halberg asked for some direction on the action requested of them tonight. Mr. Hinzman stated that the Commission is only being requested to review subdivision of the property and the individual lots. Commissioner Matzke inquired into the magnitude of blasts prior to the construction of the subdivision. Mr. Zeyen responded that the felt effects were minimal from the neighboring mining operation. Commissioners urged the developer to work with homeowners on damage claims and in addressing their concerns. Commissioner Teiken motioned to recommend the approval of Final Plat #2021- 33. Seconded by Commissioner Halberg. Vote: Ayes 4; Nays 0. Motion approved as presented. City Council to review during their September 7th meeting and the attendees were encouraged to attend to express their concerns. 4. 2020 Community Development Annual Report. Mr. Timmerman presented the Community Development Department’s annual report for 2020. Highlights of the report included construction, development, and planning commission activities from the past year. Commissioners Messina, Teiken, Halberg, and Matzke thanked Mr. Timmerman for the report and presentation. Mr. Matzke inquired into the amount of existing space there is available for future developments before the need for expansion and the feasibility of another major road connection in south Hastings. Mr. Hinzman responded that there will likely be a pending annexation application before the end of the year for a proposed 70-acre, 116 single family housing development. Also, that there has been a study that looked into the feasibility of another major road connection in that area and that a right of way dedication has been included in a previous development for a future connection. 5. Other Business Mr. Hinzman provided an update on the last item the Commission took action on during the June 28, 2021 regular meeting. City Council approved the ordinance allowing the keeping of backyard chickens and there has been one application received so far. Mr. Hinzman noted that there are two public hearings scheduled for the September 13, 2021 regular meeting. One will be held for the proposed Luke Siewert apartment complex and the other will be held for a Site Plan and Special Use Permit request made by KO Storage. 6.
