Charter Commission Meeting Minutes
August 26, 2021
The Charter Commission of the City of Hastings,Minnesota met in a regular meeting on Thursday,August
26, 2021 at 6:00 p.m. in the Community Room at the Hastings City Hall, 101 East 01 Street,Hastings,
Minnesota.
Commissioners Present: Chair Hicks,Toppin,Balsanek, Blasing, Pemble, and Weber
Commissioners Absent: Salzman
Staff Present: City Administrator Dan Wietecha
City Attorney Korine Land
Community Development Director John Hinzman
Introduction of Charter Commission and Duties
Attorney Land presented a summary of Charter Commission duties and responsibilities.
Oath of Office
Attorney Land administered the oath of office to Chair Hicks, Toppin,Balsanek,Blasing, Pemble, and
Weber.
Election of Commission Chair and Vice Chair
Commissioner Blasing motioned the nomination of Paul Hicks as Charter Commission Chair,
seconded by Commissioner Toppin. Ayes 6;Nays 0.
Commissioner Balsanek motioned the nomination of Ron Toppin as Charter Commission Vice-Chair,
seconded by Commissioner Blasing. Ayes 6;Nays 0
Consider Charter Amendment: Administrative Penalties
Attorney Land presented a summary of the amendment request.
Commissioner Blasing motioned approval of the request, seconded by Commissioner Weber.
Commission discussed practice of administrative permits in other cities,how the change would improve
enforcement efforts,and would multiple penalties result in multiple citations. Ayes 6;Nays 0.
Recommendation will be forwarded to the September 7th City Council to consider 1St Reading and to schedule
a public hearing.
Introduction of Business for Future Meetings
Chair Hicks noted the Commission will meet in early 2022 to consider Ward boundary adjustments
due to the 2020 Census.
Adjournment
Commissioner Pemble motioned to adjourn the meeting at 7:05 p.m., seconded by Commissioner
Toppin. Ayes 6;Nays 0.
