APPROVAL OF MINUTES Approve Minutes of the City Council workshop and regular meeting on June 21, 2021 and workshop on June 29, 2021. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Mayor Fasbender stated comments received have been distributed to all councilmembers and are acknowledged. Kori Colvin spoke in favor of the chicken ordinance and thanked Council for continuing to move the topic through the process. VII. COUNCIL ITEMS TO BE CONSIDERED VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution No. 07-06-21: Acceptance and Appreciation of Donation from the Hastings Rivertown Lions Club to the Police Department IX. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions,provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. Authorize Signature: Confluence Development—4th Amendment to Purchase and Development Agreement Hinzman summarized the history of Confluence Development and detailed the proposed amendment to the Development Agreement. Mike Mattingly and Rob Barse from the Confluence development provided further detail on construction activity since COVID and the approach to continued work. Council discussion on future contracts to include pandemic language, concerns about workforce, and public use of the deck/overlook along the Riverwalk. Bond Sale: 2021 Street Improvement&Utility Project a. Resolution No. 07-08-21: Providing for the Competitive Negotiated Sale of General Obligation Bonds, Series 2021A. b. Municipal Service Agreement with Northland Securities, Inc. Tammy Omdal from Northland Securities explained the sale of the bonds and how the money will be used. Council discussion on strategies to increase bond rating. Vaughan, Folch to approve the resolution of providing for the Competitive Negotiated Sale of General Obligation Bonds, Series 2021A 7 Ayes,0 Nays Vaughan, Folch to approve the Municipal Service Agreement with Northland Securities, Inc. 7 Ayes,0 Nays 3. Designate Hastings Prescott Area Arts Council and Sod House Theater Community Event as a Special Event Item requested to be moved from Consent Agenda. Council discussion on clarification on the designation of special events and how they may be promoted within City channels. Requested this be reviewed by the Administration Committee.
