Minutes of the Regular Meeting of April 20, 2021
Held at 7:00 p.m. and conducted solely by telephone or other electronic means as provided
in Minnesota Statutes § 13D.021 and no in-person meeting was conducted at City Hall.
I. Quorum: Simacek, Toppin, Sovik-Siemens, Smith, Youngren, and Borchardt
Absent: Ragan-Scully
Staff Present: Justin Fortney, City Planner
Chair Toppin called the meeting to order at 7:00 pm.
II. Minutes: March 16, 2021
Motion by Smith for approval, seconded by Youngren - motion approved 7-0 by rollcall.
III. Certificate of Approval Review
A. 215 Sibley St – Replacement Windows
Fortney presented the staff report and explained the applicant is looking into rebuilding of the
windows to determine if it is feasible. He added that due to lead time on window orders, the
applicant was seeking approval for replacement if rebuilding is not feasible. Commissioners asked
for clarification on the current window configuration. Fortney explained that the windows are
large two over two, but have wooden storms over them that are four over four with one of them
missing a sash. Fortney said the proposal would be to match the two over two with exterior grids,
but without storms. He added this is normal for replacements.
Motion by Simacek for approval as proposed, seconded by Smith - motion approved 6-0 by
rollcall.
IV. Business
A. Update and Discussion – Newspaper Archive Digitalization
Fortney explained that a representative of the MNHS grants office said that their own digitization
of newspapers is done using grant funds, so they may be ineligible to use separate grant funds for
the digitalization project we planned. Fortney said he modified the grant to digitize our
microfilmed issues by a third party to avoid the MNHS usage of two grant funds. Fortney added
that the grants office representative thought this approach could be allowed. Fortney said grant
awards should take place by the end of May, 2021.
Commissioner Borchardt asked if the MNHS Newspaper Hub could publish our digitized
newspapers. Fortney said that MNHS representatives said they could if we have them digitized to
their standards, which we would propose.

Motion by Smith to adjourn the meeting at 7:25 pm, seconded by Sovik-Siemens; motion
approved 6-0 by rollcall.

Request:
The applicant is proposing to replace the building windows with the current apartment
conversion.
The current windows on the sides and rear of the first, second, and third floors are mostly
6 over 6 double hung. The front windows on the same levels were replaced with crank-
out casement windows without grids. They propose to replace all these with Anderson
100 6 over 6 internal grid single-hung windows.
The basement windows are mostly glass block. They propose to replace these with
Anderson 100 sliding windows without grids

Windows and Entries The rhythm of solids to voids created by openings in the facade of
the new structure should be visually compatible with surrounding structures. Choose new
windows and doors for new buildings that are compatible with those in the surrounding
historic area. Vertically-oriented, double-hung sash are the predominant window type in
Hastings. The proportion, size, rhythm, and detailing of windows and entries should be
compatible with that of existing nearby buildings.
Staff Findings:
The property is within the Old Hastings Historic District, but is noted as noncontributing
on the district map. This building was built in 1950 and determined as noncontributing
when the district was delineated. Noncontributing properties must still be reviewed by
the HPC. Rather than reviewing the application to determine the effect to the integrity of
the property, the review is to determine if a proposed change would negatively affect the
streetscape of the district.
The design guideline above is applicable to a new building or addition to a historic
building. The proposed windows certainly meet the rhythm, orientation and style of the
district for the first and second floors. The internal grids are specifically not allowed on
contributing properties where replacement windows are meant to resemble the original
window design. The front windows which have been replaced from the originals with
casements will be improved substantially.
The basement window replacement of the glass block with sliders will not change the
pattern of window openings.
