HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Regular Meeting of April 20, 2021
Held at 7:00 p.m. and conducted solely by telephone or other electronic means as provided
in Minnesota Statutes § 13D.021 and no in-person meeting was conducted at City Hall.
I. Quorum: Simacek, Toppin, Sovik-Siemens, Smith, Youngren, and Borchardt
Absent: Ragan-Scully
Staff Present: Justin Fortney, City Planner
Chair Toppin called the meeting to order at 7:00 pm.
II. Minutes: March 16, 2021
Motion by Smith for approval, seconded by Youngren - motion approved 7-0 by rollcall.
III. Certificate of Approval Review
A. 215 Sibley St – Replacement Windows
Fortney presented the staff report and explained the applicant is looking into rebuilding of the
windows to determine if it is feasible. He added that due to lead time on window orders, the
applicant was seeking approval for replacement if rebuilding is not feasible. Commissioners asked
for clarification on the current window configuration. Fortney explained that the windows are
large two over two, but have wooden storms over them that are four over four with one of them
missing a sash. Fortney said the proposal would be to match the two over two with exterior grids,
but without storms. He added this is normal for replacements.
Motion by Simacek for approval as proposed, seconded by Smith - motion approved 6-0 by
rollcall.
IV. Business
A. Update and Discussion – Newspaper Archive Digitalization
Fortney explained that a representative of the MNHS grants office said that their own digitization
of newspapers is done using grant funds, so they may be ineligible to use separate grant funds for
the digitalization project we planned. Fortney said he modified the grant to digitize our
microfilmed issues by a third party to avoid the MNHS usage of two grant funds. Fortney added
that the grants office representative thought this approach could be allowed. Fortney said grant
awards should take place by the end of May, 2021.
Commissioner Borchardt asked if the MNHS Newspaper Hub could publish our digitized
newspapers. Fortney said that MNHS representatives said they could if we have them digitized to
their standards, which we would propose.
V. Adjourn
Motion by Smith to adjourn the meeting at 7:25 pm, seconded by Sovik-Siemens; motion
approved 6-0 by rollcall.
