HomeMy WebLinkAbout20210405 - CC Minutes Hastings, Minnesota City Council Meeting Minutes April 5,2021 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 5, 2021 at 7:00 p.m. via Zoom video conference. Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic. Members Present: Mayor Fasbender, Councilmembers Braucks, Folch, Fox, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha City Attorney Kori Land City Clerk Erica Henderson Community Development Director John Hinzman Economic Development Coordinator Eric Maass Parks &Recreation Director Chris Jenkins Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council Regular Meeting on March 15, 2021. Minutes were approved as presented. Comments From The Audience Mayor Fasbender stated comments received about items not on the agenda have been distributed to all councilmembers and are acknowledged. Bureau of Criminal Apprehension Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Braucks. Roll Call: Ayes 7;Nays 0. Public Hearing and Authorize Issuance of Parklets, Sidewalk Cafes and Liquor License Amendments a. American Legion - Sidewalk Cafe and Liquor License- 50 Sibley Street b. El Mexican-Parklet and Liquor License Amendment - 119 2"d Street E c. Onion Grille -Sidewalk Cafe and Liquor License Amendment - 100 Sibley Street d. Spiral Brewery-Sidewalk Cafe, Parklet, and Liquor License Amendment- 111 2"d Street E e. The Busted Nut Sidewalk Cafe,Parklet, and Liquor License Amendment - 118 2"`' Street E Maass detailed the parklet and sidewalk cafe with liquor license amendments requests. He also noted that staff reviewed the applications and recommended approval with various conditions to specific applicants. Council discussed the location of the stairway and handicap parking spots by the American Legion, required fencing for sidewalk cafes adjacent to parklets, when parklets may be constructed and notification to businesses. Mayor Fasbender opened the public hearing at 7:19 p.m. and hearing no comments closed the public hearing at 7:20 p.m. Council discussed conversations between the City and the Downtown Business Association, grants for parklets and sidewalk cafes and the timeline of any possible maintenance and plantings in the downtown area. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Lund. Council discussed the total amount of money in the HEDRA grant fund. Roll Call: Ayes 6;Nays 0;Abstain I —Fox. People Movement Plan Jenkins summarized the history of the People Movement Plan and stated it was funded through Dakota County's Statewide Health Improvement Partnership. Additionally, the Parks& Recreation Commission unanimously supported the plan. He introduced Gabrielle Grinde, HKGI Consultant and Rusty Fifield, former Economic Development Coordination. Grinde and Fifield detailed the proposed People Movement Plan. Council thanked staff for their work and discussed the timeframe of the trail connection to Red Wing, trail signage, lighting at trail hubs for safety, current status of the City, designating a specific funding source, implementation and cost estimates. (914 East 1"Street) Hinzman discussed the variance request for 914 East 1'Street and the received public comments. The Planning Commission unanimously voted to recommend approval of the variance. Council discussed the stormwater and drainage on the site and thanked staff for talking with neighbors. Councilmember Folch motioned to approve as presented, seconded by Councilmember Braucks. Roll Call: Ayes 7;Nays 0. Hickory Creek Rentals -2030 Spiral Blvd a. Resolution No.04-07-21: Rescind Previous Approval and Authorize Transfer b. Authorize Approval: Contract for Private Development(Development Agreement) c. Authorize Signature Deferred Assessment Waiver Hinzman summarized previous City Council approvals for 2030 Spiral Blvd and discussed the requested actions and the positive financial impact to the City. HEDRA unanimously voted to recommend approval of the preliminary actions. Council discussed whether HEDRA or the City owns various industrial park properties and the transfer from City ownership to HEDRA. Councilmember Braucks motioned to approve as presented, seconded by Councilmember Leifeld. Roll Call: Ayes 7;Nays 0. Custom Sawdust-525 East 31"Street a. Resolution No.04-08-21: Site Plan Approval b. Resolution No.04-09-21: Rescind Previous Approval and Authorize Transfer c. Authorize Approval: Contract for Private Development(Development Agreement) d. Authorize Signature Deferred Assessment Waiver Hinzman discussed the requested actions and the positive financial impact to the City. HEDRA unanimously voted on to recommend approval of the preliminary sale actions. The Planning Commission all voted to recommend approval of the site plan. Council discussed the reasons to transferring the properties from the City to HEDRA. Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Braucks. Authorize Signature: Long-Term Stormwater BMP Maintenance Agreement d. Authorize Signature: Agreement Regarding Sewer and Water Service Lines,Waiver of Procedural Irregularity and Assessment Appeal Hinzman explained the previous City Council approvals for the Villas at Pleasant project and discussed the final plat,the various agreements and the positive financial impact to the City. Authorize Signature: Development Agreement Hinzman explained the previous City Council approvals for the Heritage Ridge 2"d Addition project and discussed the final plat, the development agreement and the positive financial impact to the City. The Planning Commission unanimously recommended approval of the final plat. Council discussed the provision that the homebuyer must be informed about living near an aggregate company. Councilmember Fox motioned to approve as presented, seconded by Councilmember Folch. Roll Call: Ayes 7;Nays 0. Pay scale for Assistant Fire Chief Wietecha explained the request to increase the pay scale for the Assistant Fire Chief position, that the budget can support the wage increase and within the next couple of years there will be a City-wide wage study. Council discussed that the job was posted with the indicated pay scale, proposed step increases and a City-wide salary study was needed. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Folch. Council discussed other positions the City was currently hiring and whether those wages should also increase, increased wages uses up more of the budget, benefits of compensation study, when pay scale is discussed during the interview process and that the proposed lower steps were greater than the current higher steps. Roll Call: Ayes 6;Nays 1 —Vaughan. Mayor Fasbender and Councilmembers made the following announcements: • Help keep Hastings parks and trails clean, safe, and beautiful. Plan a DIY cleanup with your family, community group, business, or just yourself. Choose a day between April 1 and May 3 and coordinate with our Parks& Rec Department; cleanup supplies available for pickup. • The Hastings Spring Clean-Up runs this week April 5 to 10 and will include drop-off and curbside pick-up options. Please see the clean-up flyer for schedules and charges. • The Aquatics Center will open this year and swimming lessons will resume. Online swimming lessons registration is now open. • Business Boot Camp is a new program of Open To Business. This free program is designed for existing business owners looking to sharpen skills and define strategies for the year ahead.
