HomeMy WebLinkAbout2 - MinutesHastings Planning Commission March 8, 2021 - Regular Meeting Agenda The Hastings Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, March 8, 2021 at 7:00 p.m. via Zoom video conference. Chair Messina called the meeting to order at 7:00 p.m. 1. Call Meeting to Order Planning Commissioners Present: Best, Halberg, Matzke, Messina, Peters, Romens and Teiken Staff Present: Community Development Director John Hinzman City Planner Justin Fortney City Administrator Dan Wietecha City Attorney Kori Land Public Works Director Nick Egger City Engineer Ryan Stempski 2. Approval of Minutes Chair Messina asked if there were any additions or corrections to the minutes of the February 22, 2021 Planning Commission meeting minutes. Commissioner Romens moved to approve the minutes as presented, seconded by Commissioner Halberg. Roll call vote: Ayes 7; Nays 0. Motion approved. PUBLIC HEARINGS 3. Greg J Homes - Preliminary and Final Plat #2020-46 - South Oaks of Hastings 4th Addition Hinzman detailed the Preliminary and Final Plat application; including the incomplete grading and drainage information and the stormwater management does not meet the City Code’s minimum requirements. Commissioner Messina opened the public hearing at 7:14 p.m. Dave Benkufsky, 3184 Century Drive, expressed concerns how the development may affect the trees and possible drainage issues. Mark Thieroff, Greg J Homes’ attorney, explained that due to a disagreement with City Staff as to the location of the stormwater pond, the stormwater information has not been submitted. Hinzman reminded the Commissioners that their role is to review land use requests and issues relating to stormwater fell under the City Engineer’s purview. Hearing no further comments Commissioner Messina closed the public hearing at 7:26 p.m. Commissioner Teiken and Hinzman discussed correspondence between City Staff and the applicant, tree replacement and sidewalks. Commissioner Teiken inquired how stormwater ponds functioned to reduce flooding. Stempski explained the working mechanisms of stormwater ponds. Commissioner Peters asked about possible flooding with an onsite pond versus an offsite pond. Hinzman indicated that he was unable to answer because the information was not provided. Thieroff noted that the pond north of the proposed development was designed to receive stormwater runoff from the site. Greg J Jablonske, applicant, agreed with Theiroff’s statement and provided more detail. Commissioner Messina reiterated the role of the Planning Commission and commented that he would be determining his decision on the current submitted plans. Commissioner Teiken expressed concerns that the streets were narrow and worried about pedestrian safety and sight lines in the winter due to snow pileup, some of the lot sizes were smaller than the minimum required size and was troubled that the application was missing required information. Hinzman explained that area is zoned R-3 Planned Residential Development (PRD). PRD allows for variations in lot sizes and setbacks. Commissioner Romens commented on the narrow streets, the lack of places to put snow, pedestrian safety, onsite stormwater treatment ponds and he could not make an informed decision without all of the information. Commissioner Halberg agreed. Commissioner Messina recognized that the approval for this application is not typical; that the conditions list the required documentation which normally is part of the application. Commissioner Teiken moved to deny as presented due to safety concerns of the narrow street and the lack of a stormwater management plan, seconded by Commissioner Halberg. The Commissioners and Hinzman discussed the possible next steps of various approval and denial scenarios for the application, including if the denial was approved by the Planning Commission and the City Council. Roll call vote: Ayes 7; Nays 0. Motion to deny is approved. Hinzman noted this item will be on the March 15, 2021 City Council Meeting Agenda. OTHER ACTIONS 4. Headwaters Development - Final Plat #2021-09 - Vermillion Acres Hinzman discussed the Final Plat of Vermillion Acres submitted by Headwaters Development. Commissioners Romens, Halberg and Teiken voiced their support for the project. Commissioner Teiken and Hinzman discussed the traffic study and the turn lanes. Commissioner Halberg moved to approve as presented, seconded by Commissioner Matzke. Roll call vote: Ayes 7; Nays 0. Motion approved. Hinzman stated that this item will be on the March 15, 2021 City Council Meeting Agenda. 5. Other Business Hinzman detailed items anticipated to be on the upcoming Planning Commission Agendas. 6. Adjourn Commissioner Messina motioned to adjourn at 8:08 p.m., seconded by Commissioner Teiken. Roll call vote: Ayes 7; Nays 0. Motion approved.
