regular meeting for your review and approval.

All February bills were routine payments. Please see attached general ledger detail
from the last two months for further information.

A. Land For A Dollar Program Discussion

B. Consider Concept Plan and Land Credit Sale – Miller Electrical

C. Parklet and Sidewalk Café Grant Program
This grant would be funded from the $40,000 that was approved by HEDRA.
Parklets
Eligible expenses would include the following:
• Construction Materials
• Parklet Equipment
• Parklet Furnishings
Ineligible expenses would include but not be limited to the following:
• Labor
• Design
• Offseason storage
Based on the adopted parklet ordinance Staff is proposing the following as
Parklet grant parameters:
If a base platform is constructed:
Staff is proposing 100% HEDRA funding for the first $1,500 of parklet
platform material costs. A platform is considered a best practice for
parklets however they do incur a greater cost. As a result, Staff would like
to both incentivize the use of platforms and offset the added cost. The
City’s ordinance does not mandate that a platform be constructed.
Eligible costs above $1,500 would be cost shared with 75% of eligible
costs being covered by HEDRA and 25% of the eligible costs being
covered by the Applicant. The Maximum individual parklet grant award
would be $5,000.
If street surface is used:
Eligible expenses would be covered at a rate of 75% HEDRA funding and
25% business funding. The Maximum individual parklet grant award
made by HEDRA would be $5,000.
To broaden this funding opportunity, Staff is proposing that new sidewalk cafés
and private parking lot patios also be deemed eligible for this funding.
Sidewalk Café
Eligible costs would include sidewalk café equipment, furnishings, and
barriers. Eligible costs would be covered 50% by HEDRA and 50% by
the business with a maximum individual HEDRA grant award being
$1,000. This is proposed at a lesser cap amount based on the substantial
reduction in costs for a sidewalk café compared to a parklet.
Private Parking Lot Patios
Eligible costs would include private parking lot patio equipment,
furnishings, and barriers. Eligible costs would be covered 50% by
HEDRA and 50% by the business with a maximum individual HEDRA
grant award being $1,000. This is proposed at a lesser cap amount based
on the substantial reduction in costs of a private parking lot patio
compared to a parklet.
D. Appoint HEDRA Attorney - Korine Land
On February 16th, the City Council authorized the appointment of Korine
Land of Levander, Gillen, and Miller to serve as City Attorney. Located in
South St Paul, the Levander Law Firm serves many municipal clients and
economic development authorities. Kori has served as a city attorney for over
20 years and currently serves as City Attorney for the Cities of Cottage Grove,
Stillwater, and West St. Paul. Ms. Land would serve as HEDRA attorney
along with Andrea McDowell Poehler.
V. Reports and Information
A. Luke Siewert Apartment – Mr. Siewert continues to coordinate with general
contractors on construction estimates and is meeting with banks on potential
financing. No additional information has been submitted to Staff since the
February 11th HEDRA meeting. Staff will continue to coordinate with Mr.
Siewert on this potential project.

• 105 East 2nd Street is available for lease. The space was last occupied by
Planet Beach
• 671 East 31st Street has been sold. A wholesale food business will be
occupying the space.
C. Development Update
Construction in Hastings has attracted the attention of Finance and
Commerce Magazine and the Star Tribune. Please see the attached articles
• Schoolhouse Square Senior Housing – Real Estate Equities plans to
submit building permit plans for the 90 unit building in May and start
construction in July with completion by late summer 2022.
• The Confluence – Exterior work continues with replacement of
roofing and windows. Tuckpointing is continuing as weather allows.
• Heritage (Sieben Ridge) – 116 home sites, half villa homes, half
traditional single family. Located west of General Sieben Drive and
south of St. Elizabeth Ann Seton Church. First phase of nine lots under
construction. City Staff is currently reviewing plans for the second
phase of the development which consists of 30 homes. Council
approval is likely in April
• Simply Secure Storage –On March 1st, the City Council granted
approval for construction of Simply Storage’s site at 2030 Spiral Blvd.
Staff is working on details for transfer of the property and
construction.
• Custom Sawdust – An application has been submitted for Site Plan
approvals for construction of the proposed 4,900 square foot facility
on Lot 5 Block 2 (adjacent to Minnesota Coaches bus facility).
Planning Commission is schedule to review the project on March 22nd
with City Council review on April 5th.
• Vermillion Acres – The Final Plat for the 75 unit senior facility
located at 1190 County Road 47 will be reviewed by Planning
Commission on March 8th and City Council on March 15th.
• South Oaks 4th Addition - Greg J Homes seeks Preliminary and Final
Plat approval to construct 33 single family homes located southwest of
31st and Century Drive. Review will occur at Planning Commission
on March 8th and City Council on March 15th.
• Villas at Pleasant - Simek Property has submitted a new Final Plat
application to construct the entire subdivision of 32 villas homes
targeted towards seniors. The project was original scheduled in two
phases over a larger time period however presale interest was much
greater than originally anticipated which drove the decision to
complete the project in a single phase. Planning Commission will
review on March 22nd and City Council on April 5th. He plans to start
grading ASAP.
