HomeMy WebLinkAboutHPC Minutes 02-16-2021 HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Regular Meeting of January 19, 2020 Held at 7:00 p.m. and conducted solely by telephone or other electronic means as provided in Minnesota Statutes § 13D.021 and no in-person meeting was conducted at City Hall. I. Quorum: Simacek, Toppin, Sovik-Siemens, Smith, Youngren, Ragan-Scully, and Borchardt arrived Staff Present: Justin Fortney, City Planner Chair Toppin called the meeting to order at 7:00 pm. I. Swearing in of HPC Commissioner A. Mark Borchardt II. Minutes: January 19, 2021 Motion by Youngren for approval, seconded by Ragan-Scully - motion approved 7-0 by rollcall. III. Certificate of Approval Review A. 119 6th St E – New Siding Commissioners discussed the likely condition of the clapboard siding after years of being covered by multiple layers of siding, which would trap moisture along with damage from fasteners. Motion by Smith for approval as presented, seconded by Ragan-Scully - motion approved 7- 0 by rollcall. B. 215 7th St W – New Windows Commissioners discussed when windows should be repaired rather than replaced. Fortney said the Design Guidelines state that all materials should always be repaired rather than replaced, when feasible. He added that it comes down to two considerations, how unique and important are the historic windows to the appearance of the structure and how deteriorated are the windows. Motion by Smith for approval as presented, seconded by Borchardt - motion approved 7-0 by rollcall. IV. Business A. Discussion of future Legacy Grant ideas for research and or education Commissioners discussed moving towards a grant that would begin digitalization of historic Hastings newspaper archives. Fortney said he will begin collecting information for the grant, including which digitalization’s would most benefit the local research community. Fortney will report back in March B. Outreach Newspaper Articles Chair Toppin said she requested the discussion, but would like to hold off while staff is working on a potential grant project. C. Virtual History Matters Advocacy Day Chair Toppin said she requested this discussion in response to the Minnesota Historical Society’s History Matters Advocacy Day and the State Historic Tax Credit program sunsetting. Fortney explained the importance of the state historic tax credit to Hastings. Chair Toppin said individuals in the community should practice advocacy for issues that are important to them and their community. V.
