HomeMy WebLinkAbout01/10/89Hastings Planning Commission January 10, 1989 The regular meeting of the Hastings Planning Commission was called to order at 7:30 p.m. Members Present: Commissioners Kaiser, Zender, ¥oelker, Krook and Featherstone Members Absent: Commissioners Ditty, Anderson, Dredge and Chairman Folch. Staff Present: Planning Director Harmening and Planning Intern Jorgenson A motion was made by Commissioner Krook and seconded by Commissioner Zender to approve the minutes of Tuesday, December 27, 1988. APPROVAL OF MINUTES IJpon vote taken, Ayes, 5; Nayes, O. Minutes approved. Planning Director Harmening detailed the proposal to the Planning Commission. In this case Acorn Investment Inc. requested approval of a preliminary plat and rezoning from Agriculture to R-3 Planned Residential Development for a 42.8 acre parcel located in the recently annexed area between T.H. 316 & 61. PUBLIC HEARING- REZONING/PRELININARY PLAT-CARl PARK-AODRN INVESTmeNTS The development plan proposes 71 single family homes, 26 two family structures (52 units) and 13 six family structures (78 units). The development forman takes into consideration declining densities from R-3 PRD for the six plexes and twin homes to R-2 PRD for the single family home. The proposed development is generally consistent with the city's comprehensive plan and will be constructed in two Phases. Phase 1 consists of 100 units and is made up of 4 six plex structures, 16 two family structures and 44 single family homes. Harmening further stated that as part of a review process by MnDot, concern was expressed over the amount of storm water drainage to flow to the west along 36th Street. ~.4nDot stated that no increase in current flow would be allowed and that the developer will be required to devise an alternative drainage plan before approval by the Department of Transportation would be granted. Following the detailing of the proposal by Harmening, Acting Chairman Kaiser opened the public hearing at 7:48 p.m. Comments which were received from the audience on this matter include: John S. Trombley, 175 37th St. W., City of Hastings: Mr. Trombley expressed concern over his house situation in relation to the proposed site. Due to a unusual setback configuration of his house, Mr. Trombley is concerned the proposed development will adversely effect area land value. Murray Kornberg, representing ~elta Realty, commarcial developer: !~r. Kornberg inquired if the proposed intersection located just beyond the N.E. corner of the proposed residential plat is a desired configuration. ~r. Kornberg stated it was his opinion the intersection did not lend itself well to the area development. Mort Huber, Acorn Investments, Inc., St. Paul: Mr. Huber addressed the concerns of Mr. Trombley and stated he felt Mr. Trombleys concern could be eliminated through altering the configuration of the proposed plat. In addition, Mr. Huber stated it was his impression the intersection located just beyond the N.E. corne~ of the proposed residential development was ~ Minnesota Oepartment of Transportation. He further stated that concerns over storm water drainage expressed by MnDot would be addressed and an alternative storm water drainage plan developed that would satisfy the Department of Transportation. Following discussion by the Commission a motion was made by Commissioner Krook and seconded by Commissioner Voelker to table the proposal and continue the public hearing until such time that issues pertaining to storm water drainage could be finalized. Upon vote taken, Ayes, 5; Nayes, O; Motion passed. The next agenda item viewed by the Commission was a request by Dan and Mary Jo Zarbo of 600 Ramsey St. for a 1'6" sideyard, 26'6" rear yard and non-conforming lot-of-record variances. The request is the result of a desire by the Zarbo's to construct a 19' x 26' attached two stall garage to the south of the axisting home. The proposed addition would extend to within 2'6" of the sideyard, 8'6" of the rear yard and add a structure on an existing non-conforming lot-of-record. The home is located within a R-2 zoning district; minimum requirements within the district are 4' for the interior sideyard, 35' for the rear yard and 7000 sq.ft. for minimum lot size. Following the detailing of the proposal by Planning Intern Jorgenson, r~ary Jo Zarbo, present to address pertinent questions, addressed the Commission and reiterated the reasons for the request. After discussion a motion was made by Commissioner Krook and seconded by Commissioner Zender to deny the request based upon the fact that the granting of the variances would result in the inplacement of an additional structure on a non conforming lot-of-record and not allow for adequate open area between adjacent structures. Furthermore, the required criteria for the granting of a variance had not been met. Upon vote taken, Ayes, 4; Nayes, Featherstone. '.lotion passed. REQUEST FOR VARIAN~,~ES DAN ZARBO, 600 RA~EY ST. Planning Director Harmening raviewed recent legislative action ~ith the .~.omn~ss~on and draw attention to their impact on planning issues. The Planning Director updated the Planning Commission on recent City Council actions. There being no further business or updates a motion was made by Commissioner Krook and seconded by Commissioner Featherstone to adjourn the meeting at 8:47 p.m. January 10, 1989.
