The regular meeting of the Hastings Planning Oommission was called to order
at 7:30 p.m.
!4embers Present: Chairman Kaiser, Commissioners Zender, Voelker, '(rook,
Featherstone, Anderson and ~redge.
Hembers Absent: Commissioners Ditty and Folch
Staff Present: Planning Intern Jorgenson
Commissioner Krook brought the Commissions attention to APPROVAL OF ?,IIHUTES

Commission meeting. The minutes improperly reflected the
nomination of C~missioner Featherstone for the position
of Vice Chairman. The nomination and ensuing election were
?o place C~nmissioner Folch within the position of Vice-Ohair.
Planning Intern Jorgenson noted the change following which
a motion was made by Commissioner Krook and seconded by
Commissioner Dredge to approve the minutes subject to the change.
Upon vote taken, Ayes, 7; Nayes, O; !lotion passed.
Commissioner Ditty arrived at 7:32 p.m.
Planning Intern Jorgenson outlined to the Commission the
conditions that prompted a desire by the city to have an
ordinance which would allow motor vehicle impound lots as
a special use in the 1-1 and I-2 zoning districts. As aart
of the review of the proposed zoning ordinance amendment
the City Council had requested that the Planning Coamission
hold a public hearing related to the issue at its regular
meeting on February 27, I~8g and provide the Council with
comment concerning the proposed ordinance.

Following the detailing of the ordinance by Jorgenson,
Ohairman Kaiser opened the public hearing at 7:33 p.m.
There being no com.~snt from the audience Chairman ~(aiser
closed the public hearing at 7:34 p.m. Pursuing discussion,
a motion was made by Ccmmissioner Featherstone and seconded
by Commissioner Ditty to recommend to the City Council the
~m~in~ ~ +h~ ~ ~ written.

A motion was made by Commissioner Zender and seconded by
Oommissioner Dredge to order a public hearing for the
next scheduled Planning Commission meeting on ~onday,
llarch 13th, 1989 to consider the preliminary plat for
20.28 acres of land proposed as Sunny Acres 4th Addition,
located south of East 31st Street and along Cory Lane. The
area in question is schemed as a planned residential
developr~nt consisting of seven 8 unit buildings, nine
4 plexes, eleven twin homes and five single family units
to be constructed in declining densities from north to
south. The resulting density for the 119 additional units
is 5.87 units per acre.
Upon vote taken, Ayes, 85 Hayes, O; !~otion passed.
Planning Intern Jorgenson updated the Planning Ccmmission
on recent City Council actions and brought their attenkion
to a recommendation by the Riverwood 4th Addition review
Committee to allow submittal of a plat for Lot 1, Block 1,
during the concept review period, subject to the resolution
of drainage issues and site plan analysis completion.
Following the update a motion was made by Commissioner
×rook and seconded by C~nmissioner Zender to allow the
submittal subject to the conditions outlined.
Upon vote taken, Ayes, 8; Nayes, O; ~otion passed.
There being no further business or updates a motion was
made by Commissioner Krook and seconded by Commissioner
Voelker to adjourn the meeting at 7:57 p.m. February 27,
