HomeMy WebLinkAbout03/27/89HASTINGS PLANNING OOtI!t l SSI ON ~.~arch 27, 19S9 The regular meeting of the Hastings Planning Commission was called to order at 7:30 p.m. ~embers Present: Chairperson Kaiser, Commissioners Ditty, Krook, Dredge, Folch and Voel ker Members Absent: Commissioners Featherstone, Anderson and Zender Staff Present: Planning Director Harmening, Planning Intern Jorgenson The Chairman called for additions or corrections to the minutes of March 13, 1989 and hearing none declared the minutes approved as presented. APPROVAL OF MINUTES Commissioner Anderson arrived 7:32 p.m. The next agenda item addressed by the Commission was a proposal by Pamida to use a small portion (6 spaces) of the parking lot in front of its building at the Westview ~all for the purpose of erecting a temporary greenhouse for the period of 4/15/89 to 6/15/89. The area is proposed to be used for the sale of bedding plants, shrubs, fertilizer and other landscaping type products. PROPOSED GREENHOUSE WESTVIEW MALL- PAHI")A Planning Director Harmening outlined the applicable area of City Code and reviewed the proposal with the Commission. Following Discussion by the Commission a motion was made by Commissioner Folch and seconded by Commissioner Dredge to deny the application based upon the negative effect such an entity would have on area appearance and that granting the request would establish an undesirable precedence. Also, City Code Sec. lO.OB, Subd. 2L was interpreted as not allowing the proposal. Upon vote taken, Ayes, 7; Nayes, None. Motion passed. A motion was made by Oommissioner Dredge and seconded by Commissioner Voelker to order a public hearing for the regular Planning ,ommtss on meeting on April 10, 1989 to consider an amendment to City Zoning Ordinance to allow temporary asphalt plants in the Agriculture zoning district. ORDER RJBLIC HEARING-TEHPORARY ASPHALT PLANTS IN AG ZONE Upon vote taken, Ayes, 7; Nayes, None. Motion passed. Planning Director Harmening and Planning Intern Jorgenson OTHER tDUSINESS/ briefed the Commission on a proposed downtown senior housing UPDATES project, the possible adoption of an office zoning district and the possible adoption of downtown appearance standards. The Commission was asked to review material provided and prepare to comment on the items addressed at the next regular Commission meeting on April 10, 1989. Harmening further updated the Commission on recent City Council actions and discussed the current status of the Hastings Hotel project. There being no further business or updates a motion was made by Commissioner Krook and seconded by C~nmissioner Folch to adjourn the meeting at 7:55 p.m. AOJOURNHENT Upon vote taken, Ayes, 7; Nayes, None. Heeting adjourned.
