April 10, 1989
The regular meeting of the Hastings Planning Commission was called to order at
7:30 p.m.
~embers present: Chairperson Kaiser, Commissioners Ditty, Krook, Dredge,
Featherstone, Anderson and Voelker.

The Chairman called for additions or corrections to the
minutes of March 27, 1989 and hearing none declared the
minutes approved as presented.
The next agenda item addressed by the Commission was the
result of a request by 9arton Sand & Gravel to allow
temporary asphalt plants in the agricultural zoning
district. The area of possible installation is the
existing sand and gravel pit located along East loth St.
(County Rd. 54).

Planning Director Harmening detailed the request to the
C~mission. Currently, City Code does not allow this
type of use within the community. On March 6th the
the City Council directed staff to prepare an ordinance which
would allow temporary asphalt plants in the Ag zone by
special use permit.
Chairman Kaiser opened the public hearing at 7:34 P.M.
Individuals wishing to speak on the issue follow:
Craig Sandkamp - 3100 E. loth St. (Co. Rd.54): Mr. Sandkamp
expressed concern over the effect on the area such a
facility would potentially have. He felt that this proposal
would adversely impact area property values and that as a
direct consequence of such an entity, the area would further
suffer from noise and air pollution.
Sue Sandkamp - 3100 E. loth St. (Co. Rd.54): I4s. Sandkamp
echoed the opinions expressed by f4r. Sandkamp and further
stated that in her opinion the rights of area residents
were being trampled on by the gravel pit operators.
Erwin Burmeister - 2200 Ravenna Trail: Mro Burmeister expressed
concerns over the impact such a plant would have
on the areas quality of life. He stated that currently the area is
inundated with noise and air pollution from other uses
and that the operators in the area have
little or no regard for the rights of area residents.
As there were no additional comments to be received from the
audience, Chairman Kaiser closed the public hearing at 7:42 p.m.
Dick Petersen, Vice Presldent of Operations, Commercial Asphalt:
Mr. Petersen addressed the concerns expressed by area residents.
He further expressed that the operation would adhere to any
required conditions.
Commission members discussed the proposed ordinance.
Questions arose in regards to the potential impact such a
facility would have upon the area. Commissioners expressed
concerns over possible spills, ground and surface water
contamination, odors and dust emissions, and declining real
estate values.
Following discussion a motion was made by Commissioner Dredge
and seconded by Commissioner Anderson to recommend to the
City Council that they not adopt the ordinance due
to the following reasons:
Upon vote taken, Ayes, 7; Nayes, O; motion passed.
Planning Director Harmening detailed an application of
Dakota Realty for final plat approval of an area
referred to as Sunny Acres 4th Addition. Upon comparing
the final plat with the approved preliminary plat it
appears that the two are consistent. Following
discussion a motion was made by Ditty, seconded by Krook
to approve the final plat subject to the conditions
which were adopted as a part of the preliminary plat
approval process.
Upon vote taken, Ayes, 7; Nayes, None. Hotion passed.
A motion was made by Commissioner Krook and seconded by
Commissioner Ditty to order a public hearing for the
regular Planning Commission meeting on April 24, 1989
to consider the granting of a special use permit for
the proposed Hastings Hotel Project. The permit is
required due to the projects location within the flood
fringe area of the Mississippi River.
Upon vote taken, Ayes, 7; Nayes, None. ~otion passed.

Planning Intern Jorgenson detailed to the Commission
material related to the possible adoption of an
office zoning district and
property maintenance standards in the Hastings
redevelopment district. Jorgenson further updated
the Commission on legislative actions of recent, in
the area of plpeline setbacks.
Planning Director Harmenin§ updated the Commission on
recent City Council actions and briefed the Commission
on current state legislation that potentially could
impact municipal Planning Departments.
There being no further business a motion was made by
Ccmmlssioner Voelker and seconded by Ccmmissioner
Krook to adjourn the meeting at 8:52 p.m.
Upon vote taken, Ayes, 7; Nayes, None. ~eting adjourned.
