The regular meeting of the Hastings Planning Commission was called to order at
7:30 P.M.
Members Present: Chairman Kaiser, Commissioners Ditty, Krook, Folch,
Featherstone and Voelker.
Members Absent: Commissioners Dredge, Anderson and Zender.
Staff Present: Planning Director Harmening and Planning Assistant Jorgensen
Chairman Kaiser called for additions or corrections to the
minutes of April 24, 1989 and hearing none declared the
minutes approved as presented.
APPROVAL OF MINUTES
The next agenda item addressed by the Commission was a
home occupation permit application by Dan & Jackie Rother
currently of 1343 W. 19th St. The Rothers requested a
permit to allow them to operate a photography studio at
1505 Brooke Court. The parcel in question is currently
undeveloped. The applicants desire approval of the hame
occupation permit prior to actual construction of their
residence upon the site. This desire stems from the fact
that construction of the residence is contingent upon
approval of this application.

Assistant Planner Jorgenson detailed the application to the
Commission. Present to answer pertinent questions concerning
their application were Dan & Jackie Rother. Questions
directed to the Rothers were associated with amount and type
of vehicle traffic, number of employees' if any, and
frequency and times of meetings to be held at the home.
Mr. Rother stated no unusual vehicle traffic is associated
to the occupation, he employs one person for off site
photo sessions, and that sessions within the home have not
caused complications in the past.
Following discussion a motion was made by Commissioner Ditty
and seconded by Commissioner Krook to approve the application
subject to the following conditions:
A. That the applicant construct upon the property in question a
drive large enough to accomodate three vehicles.
B. That the applicant conform to all requirements related to
home occupations.
C. That the applicant utilize no more living area for the conduct
of this occupation than the area delineated in the application;
as the area shown is three (3) square feet below the maximum
allowable.
D. That the applicants part time employee not be allowed to engage
in any work related activities within the residence.
Upon vote taken, Ayes, 5; Nayes, O; Voelker abstained.
A motion was made by Commissioner !<rook and seconded by
Commissioner Voelker to order a public hearing for the
next scheduled Planning Commission meeting on Monday,
Nay 22, 1989 to consider the preliminary/final plat and
related site plan for a development called Pleasant
Valley 4th Addition. The area in question is located along
Jefferson Street, southwest of the intersection of
Jefferson St. and Pleasant Orive. The area in question
is zoned R-3 PRD and the developer desires to construct
3 four unit townhomes upon the site.
Upon vote taken, Ayes, 6; Nayes, None.
Following Planning Director Harmening detailing the
proposal to the Commissioners a motion was made by
Commissioner Voelker and seconded by Commissloner Krook
to order a public hearing for the next scheduled
Planning Commission meeting on Monday, May 22, 1989 to
consider an application by Kenneth & Harriet Judge to
subdivide Lots 4-5, Block 17, Youngs Addition. The
applicants request to rearrange the lots such that they
are situated in a north/south rather than a east/west
direction.
Upon vote taken, Ayes, 6; Nayes, None.
The next item viewed by the Commission was the possible
adoption of an office zoning district. As part of this
process an amendment to current zoning ordinance is
required and thus, a related public hearing. Following
discussion by the Commission a motion was made by
Commissioner Krook and seconded by Commissioner Ditty to
order the related public hearing for the next regular
Planning Commission meeting on ~nday, May 22, 19B9.
Upon vote taken, Ayes, 6; Nayes, None.
Planning Oirector Harmening updated the Commission on
recent City Council actions. In addition Harmening
briefed the Commission on an application for a rezoning
of a parcel located adjacent to T.H. 55 and Pine by
Duane Groth. Lastly, Harmening updated the Commission on
research staff has been conducting on Planning issues.
There being no further business, a motion was made by
Commissioner Folch and seconded by Commissioner Krook
to adjourn the meeting.
Upon vote taken, Ayes, 6; Nayes, None.
